Tender Summary

Objectives

The primary objective is to appoint a qualified service provider to deliver integrated HVAC electrical and control system services for a fixed duration of six months at OR Tambo International Airport, ensuring uninterrupted operational reliability and compliance with airport safety standards.

Scope of Work

The successful bidder will manage the maintenance, installation, refurbishment, and repair of centralised HVAC equipment and associated electrical and control infrastructure. Key deliverables include:

• Air Handling Units (AHUs), Fan Coil Units (FCUs), chillers, and cooling towers.
• Electrical distribution boards, switchgears, protection systems, and lockout procedures.
• Control panels, programmable logic controllers (PLCs), SCADA systems, variable speed drives (VSDs), controllers, and electronic communication protocols.

The contract operates on a fixed-price basis, with all rates remaining final and binding for the full six-month term, excluding any provisions for inflation, foreign exchange fluctuations, or market adjustments.

Technical Requirements

• Contractor Grading: Bidders must hold a minimum Construction Industry Development Board (CIDB) grading of 4EP.
• Regulatory Compliance: Valid SARS tax clearance PIN, COIDA Letter of Good Standing, Central Supplier Database (CSD) registration proof, and a bank letter confirming good standing.
• Submission Format: Tenders must be submitted as one original, one copy, and an electronic version on a USB flash drive, each properly sealed and clearly labelled.
• Safety & Planning: Completion of an Occupational Health and Safety questionnaire, submission of a detailed project plan/program, and declaration of available plant and equipment.
• Insurance: Adequate insurance coverage must be secured and documented upon award, prior to contract execution.
• Evaluation Threshold: A minimum functionality score of 80 out of 100 points is mandatory to qualify for price evaluation.

Skills & Personnel Requirements

Bidders must demonstrate technical competence through key personnel qualifications, verifiable experience, and company track records. Evaluation is weighted across qualifications, experience, and references:

• Key Roles: Site Supervisor, Control Technician, Lead Electrician, Electrician, and Assistants.
• Qualifications: SAQA-registered diplomas, technical certificates, or N-level electrical/mechanical qualifications, supported by OHS training certificates.
• Experience: Documented years of hands-on experience maintaining electrical distribution boards, switchgears, protection systems, control panels, PLCs, SCADA, VSDs, and issuing Certificates of Compliance (COC). Supervisory and OHS experience is additionally weighted.
• Company References: At least two verifiable reference letters or completion certificates detailing previous maintenance, installation, or refurbishment projects involving centralised HVAC and electrical systems.

Unusual or Complicated Terms

• CIDB Grading 4EP: A South African construction industry classification indicating a contractor’s financial and operational capacity to execute medium-scale electrical (E) and plant/plumbing (P) works.
• COIDA: Legislation mandating employer registration and insurance coverage for employee injuries sustained on duty; a valid compliance certificate is compulsory for participation.
• SARS PIN: A unique taxpayer identification code issued by the South African Revenue Service to verify tax compliance status electronically without requiring physical certificates.
• Certificate of Compliance (COC): A legally mandated document certifying that electrical installations meet national safety standards, required for official sign-off on electrical works.
• 80/20 Preference Point System: A procurement scoring model where 80% of the evaluation is based on price competitiveness and 20% on socio-economic development goals, such as Broad-Based Black Economic Empowerment (B-BBEE) status levels and ownership demographics.
