Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive hygiene and cleaning services at specified government facilities in East London for a period of thirty-six (36) months. The services include cleaning of offices, restrooms, kitchens, and external areas, supply and maintenance of cleaning equipment and materials, and ensuring compliance with health, safety, and quality standards.

Scope

The scope encompasses:

• Provision of hygiene and cleaning services at two sites:
  • GFMS Offices, Shop No.17, Beacon Bay Crossing, East London
  • East London Government Garage, 9 Cotton Road, Wesbank, East London
• Supply, installation, and maintenance of cleaning and hygiene equipment.
• Cleaning of offices, restrooms, kitchens, corridors, staircases, storerooms, and external areas.
• Provision of trained, competent staff, including supervisory personnel.
• Supply and refilling of cleaning consumables such as soap, paper towels, sanitary bins, and air fresheners.
• Adherence to specified cleaning frequencies (daily, weekly, monthly).
• Compliance with occupational health and safety regulations.

Technical Requirements

The technical requirements include:

• Provision of adequately trained and competent cleaning staff, with a preference for residents within East London.
• Adherence to the National Minimum Wage Agreement.
• Supply of appropriate cleaning equipment and materials, including automated air fresheners, sanitary bins, and cleaning tools.
• Implementation of fumigation and pest control measures.
• Regular inspection and monitoring of cleaning standards through daily duty sheets and site inspections.
• Use of SABS-approved chemicals sourced from Eastern Cape suppliers.
• Provision of uniforms, identification cards, and safety gear for staff.
• Compliance with occupational health and safety legislation, including appointing a site OHS representative.
• Maintenance of hygiene standards, including dusting, disinfection, waste removal, and cleaning of surfaces, floors, carpets, windows, and external areas.

Skills Requirements

The successful bidder must demonstrate:

• Experience in providing hygiene and cleaning services, with a minimum of two (2) contracts of at least one (1) year each, in similar settings.
• Capability to supply and maintain cleaning equipment and consumables.
• Ability to manage and supervise a team of cleaning staff effectively.
• Knowledge of health, safety, and environmental regulations relevant to cleaning services.
• Proficiency in maintaining hygiene standards and quality control through regular inspections and reporting.
• Capacity to respond promptly to site requirements and emergencies.
• Proven track record of compliance with employment laws, including minimum wages and occupational health and safety standards.
