Objectives

The primary objective of this tender is to appoint a service provider to provide comprehensive hygiene services across all Office of the Premier buildings for a period of thirty-six (36) months. The aim is to ensure a clean, hygienic, and safe working environment in accordance with relevant health and safety regulations.

Scope

The scope includes the provision of hygiene services at four specified buildings located at:

• 40 Hans Van Rensburg Street
• 26 Bodenstein Street
• 44 Biccard Street
• 40 Paul Kruger Street

Services encompass waste removal, cleaning and disinfecting of sanitary facilities, refilling of hygiene supplies, deep cleaning of urinal systems, showers, and kitchens, fumigation, drainage system cleaning, and related sanitation activities as detailed in the terms of reference.

Technical Requirements

The service provider must:

• Respond promptly to service requests such as refilling hygiene packets and sanitizers.
• Display warning signs during deep cleaning activities.
• Indicate scheduled service dates on waste bins.
• Comply with the National Environmental Management: Waste Act, 2008 and Occupational Health and Safety Act, 1993.
• Provide a detailed project implementation plan with specified days and times for service delivery.
• Ensure all staff involved are properly skilled, wear appropriate uniforms, and use visible signage during work.
• Use only SABS-approved chemicals and equipment, and avoid flammable or damaging substances.
• Maintain safety standards for electrical equipment and site conditions.
• Provide full resources and contingency plans to ensure uninterrupted service.

Skills and Skills Requirements

The bidder must demonstrate:

• Relevant experience in providing hygiene services, with a minimum of 12 months (preferably more) in similar projects.
• Qualified and competent personnel, with CVs and proof of skills attached.
• Capacity to manage the project, including appointing a dedicated project manager who will serve as the single point of contact.
• Financial stability, evidenced by recent audited financial statements.
• Ability to develop and implement contingency plans for strike management, fire, theft, and power failure scenarios.
• Compliance with all legal, safety, and environmental standards relevant to hygiene services.
• Proven track record with references from clients in Limpopo or South Africa.
