Objectives

The primary objective of this tender is to engage a supplier capable of providing meter reading, special readings, and move in/out services for Eskom within the Mthatha and Aliwal North zones in the Eastern Cape. The supplier must ensure accurate, reliable, and timely meter data collection and related services to support Eskom's operational and billing requirements.

Scope

The scope encompasses:

• Provision of meter reading services for rural, rural high, special rural, and high special rural areas.
• Handling of move in/out readings, including taking readings where access is limited or unavailable.
• Meter box cleaning and data collection for ghost points.
• Services to be delivered in the specified zones, with detailed activities listed in the Meter Reading Activity List.

The scope also includes adherence to Eskom’s quality management standards, development of contractual quality plans, and compliance with relevant specifications and standards.

Technical Requirements

The technical requirements include:

• Implementation of a quality management system conforming to ISO 9001 standards.
• Development, implementation, and maintenance of Contract Quality Plans (CQPs) and Inspection & Test Plans (ITPs).
• Provision of qualified and competent personnel for inspection, testing, and special processes such as welding and non-destructive testing.
• Use of approved procedures, welders, and certification in line with statutory and Eskom standards.
• Effective communication and documentation of preservation, transportation, storage, and handling processes.
• Monitoring and reporting on quality performance, including audits, surveillance, and corrective actions.
• Participation in Eskom’s oversight and audit programs, with access to sites and documentation.

Skills and Competency Requirements

The supplier must demonstrate:

• Proven capability to deliver meter reading and related services in rural and special rural environments.
• ISO 9001 certification or equivalent quality management system accreditation.
• Qualified personnel for inspection, testing, and special processes, with relevant certifications (e.g., NDT, welding qualifications).
• Experience in developing and implementing Quality Control Plans (QCPs) and Inspection & Test Plans (ITPs).
• Ability to conduct capability and capacity assessments of sub-suppliers, especially for critical plant and equipment.
• Competence in managing preservation, transportation, and storage of materials and equipment.
• Effective communication skills, including documentation, reporting, and participation in meetings and audits.
• Knowledge of Eskom’s procurement policies, SHEQ standards, and relevant ISO standards.
