Objectives

The primary objective of this tender is to appoint a service provider to conduct a productivity study for the PPECB Support Services departments. The study aims to understand the drivers behind requests for additional headcount in administrative and specialist roles, particularly in the context of recent system implementations and manual work processes. The outcome will include a comprehensive report with recommendations, including indications of appropriate headcount for each department.

Scope

The scope of the project encompasses:

• Conducting a workplace productivity study across PPECB Support Services departments, including ICT, Human Capital, Finance, Legal and Governance, Guest Services, Office Administration, Marketing, and Communications.
• Analyzing the impact of recent ERP system implementations on departmental efficiencies and resource adjustments.
• Identifying factors driving requests for increased headcount in administrative and specialist roles.
• Providing a comprehensive report with recommendations on technology, processes, and staffing levels.
• Facilitating briefing and debriefing sessions with PPECB stakeholders.

Technical Requirements

The technical requirements include:

• Preparation and delivery of a detailed methodology for the productivity study.
• Participation in a briefing session prior to the study commencement and a debriefing session afterward.
• Provision of a comprehensive company profile demonstrating experience in productivity studies.
• Submission of a CV detailing the experience and qualifications of consultants involved.
• Development of a detailed report with findings, themes, and actionable recommendations.
• Indication of appropriate headcount for each department based on the study findings.

Skills Requirements

The successful bidder must demonstrate:

• At least 10 years of experience in conducting productivity studies.
• Proven expertise in organizational productivity analysis, preferably within public or support service sectors.
• Capability to develop and implement productivity study methodologies.
• Strong analytical and report-writing skills.
• Experience in stakeholder engagement, briefing, and debriefing sessions.
• Ability to provide strategic recommendations on technology, staffing, and process improvements.
