Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver professional media monitoring and analysis services for the City of Cape Town. The goal is to independently monitor coverage across print, online, broadcast, and social media platforms to generate insights, reports, and analysis that support the City's communication and reputation management strategies.

Scope

The scope includes:

• Monitoring of media coverage (print, online, broadcast, social media) related to the City of Cape Town and its key stakeholders.
• Provision of a dedicated media monitoring website with access to articles, clips, and sentiment analysis.
• Daily updates of media articles and clips, including print articles, online content, radio and TV clips.
• Generation of daily coverage reports, email alerts, and monthly media analysis reports.
• Ad hoc monitoring projects on specific issues or topics as requested by the City.
• Provision of media samples and reports from previous clients, not exceeding 5 years old.
• Support for presentations and demonstrations of the monitoring system and methodology.

Technical Requirements

The technical specifications include:

• A media monitoring website accessible via username and password, with real-time or near real-time updates.
• Coverage of print articles (daily and weekly), online clips, broadcast clips, and social media news clips.
• Content to be uploaded within specified timeframes (e.g., print articles by 07:00 daily, broadcast clips during the day).
• Ability to export consolidated snapshot reports with graphics for all media platforms to Excel, PDF, or similar formats.
• Provision of sample media monitoring reports from at least two different clients, not older than 5 years.
• System should demonstrate the capacity to handle qualitative and quantitative analysis, sentiment analysis, and provide summaries.
• Presentation of the monitoring system and methodology during evaluation.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proven experience in media monitoring and evaluation, with at least two recent reports from different clients.
• Capability to monitor multiple media platforms and produce comprehensive reports.
• Technical competence to operate and demonstrate the monitoring system, including export and analysis functionalities.
• Ability to deliver daily updates, email alerts, and monthly reports reliably and accurately.
• Experience in handling ad hoc monitoring projects and providing tailored analysis.
• Presentation skills to demonstrate understanding of media monitoring processes and system features.
• Knowledge of media landscape, sentiment analysis, and media impact measurement.
• Compliance with confidentiality, data protection, and privacy requirements as per POPIA.
