Objectives

The primary objective of this tender is to provide professional services to conduct a comprehensive feasibility study and establish a township on Portion 49 of the Farm Malamulele 234-LT within Collins Chabane Local Municipality (CCLM). The project aims to support sustainable human settlement development, improve spatial integration, and facilitate urban expansion in the Malamulele district growth node, aligning with municipal strategies and national housing policies.

Scope

The scope of work includes:

• Conducting a detailed feasibility study covering land use, environmental, geotechnical, traffic, legal, and infrastructural assessments.
• Preparing and submitting township establishment applications, including land rights, environmental authorizations, and planning approvals.
• Engaging stakeholders and role-players to ensure community participation and support.
• Preparing land survey records, general plans, pegging, and registration with the Surveyor General and Deeds Office.
• Developing project implementation plans, progress reports, risk management, and stakeholder engagement strategies.
• Ensuring compliance with relevant legislation, policies, and standards throughout the process.

Technical Requirements

The technical requirements encompass:

• Provision of qualified professional team members, including town planners, civil engineers, traffic engineers, land surveyors, environmental specialists, legal experts, and geotechnical engineers, with specified minimum experience and registration.
• Preparation of comprehensive reports such as geotechnical, environmental, traffic impact, and land use assessments.
• Development of detailed township layout, general plans, pegging, and registration documentation.
• Application submissions to relevant authorities, including municipal planning tribunals, surveyor general, and environmental agencies.
• Implementation of stakeholder engagement, community participation, and project governance processes.
• Adherence to project timelines, quality standards, and legal compliance.

Skills Requirements

The tender requires a multidisciplinary team with the following skills and qualifications:

• Town & Regional Planners: Registration with SACPLAN, minimum 10 years’ experience in development planning, land use schemes, and township establishment projects.
• Civil Engineers: Registration as Professional Engineer or Technologist, with at least 8 years’ experience in civil infrastructure and geotechnical investigations.
• Traffic Engineers: Registration with relevant engineering bodies, minimum 8 years’ experience in traffic impact assessments and transportation planning.
• Land Surveyors: Registration with PLATO or GISSA, with over 8 years’ experience in land surveying, general plan drafting, and pegging.
• Environmental Specialists: Registration as Natural Scientist, with at least 8 years’ experience in environmental impact assessments and climate change mitigation.
• Legal Experts (Conveyancers): Professional registration as Attorney or Conveyancer, with minimum 8 years’ experience in land legal aspects.
• Geotechnical Engineers: SACNASP registration, minimum 8 years’ experience in geotechnical investigations relevant to land development.

Additionally, team members should possess strong project management, stakeholder engagement, report writing, and compliance skills, with proven track records in similar township development projects within the municipal environment.
