Objectives

The primary objectives of this tender are to provide comprehensive revenue management services for the City of Polokwane over a period of three years. This includes:

• Enhancing revenue collection through credit control enforcement and revenue protection measures.
• Implementing indigent management to support vulnerable households.
• Replacing aging meters for electricity and water to improve infrastructure reliability and revenue security.
• Strengthening municipal revenue systems and processes to improve financial viability and service delivery.

Scope

The scope encompasses a wide range of activities, including:

• Credit control enforcement, including notifications, disconnections, reconnections, and illegal consumption inspections.
• Revenue protection measures such as tampering detection and meter inspections.
• Indigent management, including policy review, application processing, and community engagement.
• Meter replacement for electricity and water meters, including installation, removal, and conversion of meters.
• Development and management of integrated revenue management systems, including workflow management, data enrichment, and reporting.
• Operational management of debt collection, customer communication, and compliance with municipal by-laws.
• Provision of office infrastructure, equipment, and operational resources for the project.
• Ad hoc professional services such as debt analysis, strategy development, and community outreach.

Technical Requirements

The technical specifications include:

• A web-based, integrated workflow management system capable of scheduling and managing credit control actions, with real-time reporting and data interface with existing municipal systems.
• System functionalities such as SMS, email, and WhatsApp notifications, field inspections with GPS and photographic evidence, and automatic scheduling of follow-up actions.
• Secure access controls, role-based permissions, and compatibility across desktop and mobile platforms, including cellular networks.
• Integration capabilities with the City’s debtor management, billing, prepayment, and GIS systems.
• Automated and manual processes for disconnection, reconnection, illegal activity detection, and final account management.
• Meter installation, replacement, and conversion processes compliant with relevant standards and safety regulations.
• Data management systems for debtor profiling, risk assessment, and indigent verification.
• Reporting tools for operational, strategic, and compliance monitoring.

Skills and Skills Requirements

• Project management and supervisory skills, with qualifications such as diplomas in project management or engineering.
