Objectives

The primary objective of this tender is to appoint a qualified security service provider to deliver unarmed security guarding services at the CCMA Johannesburg Office for a period of sixty (60) months, commencing from 01 July 2027 to 30 June 2032. The service aims to ensure the safety and security of CCMA staff, visitors, assets, and property through lawful means, including access control, patrols, emergency response, and protection against security threats.

Scope

The scope of work includes providing unarmed security guards to perform various security functions at the CCMA Johannesburg Office, located at JCI Building, 28 Harrison Street, Johannesburg. Specific duties encompass:

• Operating access control systems for employees, visitors, and contractors.
• Monitoring and recording incidents, escorting visitors, and removing unauthorized persons or property.
• Conducting regular patrols and inspections in and around the premises, including designated parking areas.
• Managing office keys and ensuring no weapons are brought onto the premises.
• Responding to emergencies such as fire, breaches, and threats, and guiding emergency services.
• Dealing with unruly or threatening behavior, ensuring staff safety, and maintaining courteous conduct.
• Recording incidents in occurrence books and reporting to CCMA officials.
• Ensuring compliance with relevant legislation, including the Private Security Industry Regulation Act and other applicable laws.
• Providing necessary equipment such as radios, batons, handcuffs, torches, metal scanners, and identification cards.

The security service provider shall employ a total of five (5) unarmed guards (3 males and 2 females), working day shifts from 06:00 to 18:00, Monday to Friday, excluding public holidays.

Technical Requirements

The technical scope includes:

• Provision of adequately trained security personnel with minimum PSIRA Grade C certification.
• Implementation of access control, patrols, incident management, and emergency procedures.
• Use of specified equipment and uniforms displaying the service provider’s branding.
• Maintenance of security documentation, including occurrence books, access registers, firearm registers, and declaration registers.
• Compliance with all relevant legislation, including Firearms Control Act, Occupational Health and Safety Act, and other security-related laws.
• Provision of equipment such as radios, metal scanners, torches, handcuffs, batons, and mobile communication devices.
• Regular training and certification updates for security personnel.
• Implementation of a Service Level Agreement (SLA) to monitor and evaluate performance quarterly.

Skills Requirements

The successful bidder must demonstrate:

• Qualified security personnel with valid PSIRA Grade C certification and relevant training in emergency procedures, first aid, and security protocols.
• Experience in providing security services in similar organizational environments.
• Ability to conduct patrols, access control, incident reporting, and emergency response effectively.
• Knowledge of applicable legislation such as the Private Security Industry Regulation Act, Firearms Control Act, Occupational Health and Safety Act, and other relevant laws.
• Capacity to manage security equipment, documentation, and reporting systems.
• Proven track record of maintaining high standards of professionalism, courtesy, and confidentiality.
• Capacity to mentor and develop SMMEs or youth-owned businesses if applicable, as part of enterprise development initiatives.
