Objectives

The primary objective of this tender is to appoint a service provider to monitor, maintain, and operate security services for the CCTV security systems and provide armed response services at the Vaal Network and Lephalale Ambient Air Quality Stations. The goal is to ensure the protection of air quality monitoring infrastructure against vandalism, theft, and unauthorized access, especially in remote areas, over a twelve-month contract period.

Scope

The scope includes:

• Provision of 24/7 security monitoring and armed response for six stations in the Vaal network and additional stations in Lephalale.
• Linking existing alarm systems to the security provider’s control system for remote monitoring and response.
• Conducting regular inspections, preventive maintenance, and verification of CCTV system functionality.
• Maintaining security personnel with proper identification, uniforms, and branded response vehicles.
• Ensuring compliance with response times (minimum 15-minute response to alarms).
• Providing access to CCTV feeds via secure communication channels for real-time monitoring.
• Attending mandatory site briefings and providing references and proof of compliance.

Technical Requirements

The technical specifications include:

• PSIRA registration for security personnel.
• Capability to respond within 15 minutes of alarm activation, 24/7.
• Linking existing alarm systems to the security provider’s control room.
• Quarterly maintenance of CCTV systems at Vaal and Lephalale stations.
• Real-time and on-demand access to CCTV feeds via secure channels (email, SMS, WhatsApp, etc.).
• Provision of a detailed technical proposal outlining access methods and data security measures.
• Proof of compliance with Workman’s Compensation (COIDA) and other relevant legal requirements.
• Attendance at a compulsory site briefing session.
• Experience in security system maintenance and references from previous clients.

Skills Requirements

The bidder must demonstrate:

• At least five years of experience in security services, CCTV system maintenance, and alarm response.
• Proven ability to respond promptly to alarms and maintain CCTV systems.
• Qualified and registered security personnel (PSIRA registration).
• Technical expertise in linking alarm systems and providing remote CCTV access.
• Capacity to conduct quarterly maintenance and system inspections.
• Ability to provide reliable communication channels for CCTV feed access.
• Good standing with relevant authorities, including valid tax and COIDA compliance.
• References from previous clients demonstrating successful security service delivery.
