Objectives

The primary objective of this tender is to appoint a qualified Motor Assessor to provide impartial, fair, and equitable assessment of insurance claims lodged against the City of Cape Town’s General Insurance Fund. The assessor must ensure accurate quantification of claims, maintain transparency, and support the City’s policy of cost control through a formalized assessment process.

Scope

The scope of work includes:

• Assessment of damages to motor vehicles and mechanical plant claims.
• Preparation of detailed assessment reports within specified service levels (e.g., report submission within 5 days of appointment).
• Commenting on and accounting for damages, including exceptional circumstances for extras.
• Maintaining documentation records with relevant departments and claims administrators.
• Assisting with enquiries related to damage assessment at no additional cost.
• Reporting and accounting for damages to Council vehicles and plant.

Technical Requirements

• The assessor must have relevant experience in motor assessments, with at least 5 years’ experience per assessor.
• Assessment reports must be comprehensive, accurate, and submitted within the specified service levels.
• Assessors must demonstrate understanding of damage evaluation, repair cost estimation, and claims procedures.
• Assessment reports should include detailed documentation, including photographs, repair estimates, and supporting evidence.
• The assessor must show capacity to deliver services on a fixed fee basis, with the ability to adjust parts and labour prices where appropriate.
• Compliance with occupational health and safety standards, including appointment of competent safety personnel.

Skills Requirements

• Proven expertise in motor vehicle damage assessment and claims processing.
• Experience in preparing detailed, accurate assessment reports within tight deadlines.
• Ability to communicate effectively with internal departments, external vendors, and claims administrators.
• Knowledge of repair cost estimation, vehicle valuation, and damage evaluation techniques.
• Capacity to provide technical support and respond promptly to enquiries.
• Understanding of relevant legislation, including Occupational Health and Safety Act and applicable insurance regulations.
• Competence in maintaining documentation, records, and reports in accordance with City policies.
