Objectives

The primary objective of this tender is to procure specialised non-destructive testing (NDT) services for PetroSA's Mossel Bay facility. The services include automated, crawler-based, remote weld ultrasonic testing (UT) using Phased Array and Time of Flight Diffraction (TOFD), as well as C-Scan and Pulsed Eddy Current (PEC) corrosion mapping. The focus is on inspecting spheres (51-VS-161, 51-VS-163, and 51-VS-164) to detect and size service-induced and historic fabrication defects, ensuring the integrity and safety of the equipment.

Scope

The scope encompasses:

• Provision of all labour, supervision, materials, and equipment necessary for the execution of automated NDT inspections, including UT Phased Array, TOFD, and shell C-scan corrosion mapping.
• Specialised Pulsed Eddy Current testing of support legs on each sphere through concrete fireproofing to detect corrosion.
• Optional tendering for either one or both inspection types.
• Inspection coverage as marked on provided drawings and detailed in the scope documentation.
• Provision of qualified personnel certified to ASNT-TC-1A or ISO 9712 standards, with specified experience levels.
• Compliance with safety, quality, and procedural requirements, including reporting and documentation standards.

Technical Requirements

The technical requirements include:

• Use of approved procedures for all inspection activities, with deviations subject to PetroSA approval.
• Deployment of competent personnel certified at appropriate levels (Level 3, Level 2, Level 1, and assistants) with minimum years of experience as specified.
• Personnel must be certified to relevant standards (ASNT-TC-1A, ISO 9712, SAQCC, PCN, CSWIP) and possess valid medical certificates.
• All equipment must be calibrated, approved, and operated by qualified personnel.
• Inspection reports must be comprehensive, including data, data storage, and signed time sheets, submitted in hard copy and electronic formats.
• Final reports require PetroSA review and approval, with verification by Level 3 technicians.
• Adherence to safety protocols, including risk assessments, permits, and equipment checks, is mandatory.

Skills Requirements

The tender specifies the following skills and qualifications:

• Level 3 NDT Technicians: Minimum 5 years of multi-method experience, certified in UT, TOFD, and Phased Array, with a minimum of 10 years industry experience in PEC.
• Level 2 NDT Technicians: Minimum 3 years of experience, certified in UT, TOFD, and PEC, capable of equipment calibration and interpretation of MFD/PFD drawings.
• Level 1 NDT Technicians: Minimum 1 year of experience, capable of basic equipment operation and data collection.
• NDT Assistants: Internal training provided; capable of supporting technicians and reading relevant drawings.

All personnel must be certified according to relevant standards and possess valid medical certificates. The supplier must provide proof of qualifications and experience for review prior to commencement of work.
