Objectives

The primary objective of the tender is to redesign the QCTO website to modernize its digital presence, making it secure, scalable, responsive, and user-friendly. The new website aims to empower internal teams with content management capabilities, improve stakeholder engagement, enhance accessibility and navigation, and align with global digital standards. Additionally, the project seeks to migrate existing data, implement interactive features such as chatbots and dynamic data presentation, and deliver a high-quality enterprise-grade platform that supports the QCTO’s strategic goals.

Scope

The scope of the tender includes:

• Developing a new website using a leading Content Management System (preferably Drupal or Umbraco).
• Designing a responsive, mobile-friendly interface with improved user experience and navigation.
• Implementing role-based access controls and content management tools for non-technical staff.
• Integrating with existing databases for accreditation and qualification information.
• Embedding platforms such as Teams, Zoom, YouTube, Facebook, and licensed chatbots.
• Creating sections or microsites for different departments and stakeholder engagement.
• Implementing analytics, performance reports, and dynamic statistics dashboards.
• Migrating data from the current website to the new platform.
• Ensuring security, compliance, and scalability standards are met.

Technical Requirements

The technical specifications for the project include:

• Use of a modern CMS (preferably Drupal or Umbraco) with custom theming aligned to QCTO branding.
• Role-based access control (Admin, Editor, Contributor, Viewer).
• Drag-and-drop page builder (e.g., Gutenberg or equivalent).
• Revision history and content scheduling features.
• Media library with tagging and categorization.
• Integration with existing databases for accreditation and qualification data via secure online interfaces.
• Embedding capabilities for licensed chatbots and third-party platforms.
• Responsive design optimized for desktop, tablet, and mobile devices.
• Automated link monitoring and error handling.
• Dynamic content modules, interactive forms, and stakeholder engagement tools.

Skills Requirements

The successful bidder must demonstrate expertise and experience in:

• Developing enterprise-grade websites with high standards of quality and security.
• Implementing interactive databases, chatbots, and dynamic data presentation tools.
• Project management with clear milestones, deliverables, and risk mitigation strategies.
• Designing user-friendly UX/UI, with a portfolio of at least 5 projects demonstrating excellent quality.
• Technical proficiency in CMS platforms such as Drupal or Umbraco, PHP, JavaScript, and related web technologies.
• Experience in migrating data from legacy systems to new platforms.
• Embedding third-party applications and ensuring seamless integration.
• Providing ongoing support, training, and documentation for non-technical staff.
