Objectives

The primary objective of this tender is to appoint a qualified service provider responsible for the supply, installation, and ongoing maintenance of water valves within the Rustenburg Local Municipality's water distribution network. The contract aims to ensure the reliable operation of water infrastructure, minimize water losses, prevent pipe bursts, and maintain optimal water pressure over a three-year period.

Scope

The scope of work includes:

• Supply of water valves, including flange adaptors, gaskets, bolts, and nuts.
• Installation of water valves at designated points within the municipality’s water network.
• Servicing and resetting valves using standard spares, with specialist intervention when necessary.
• Replacement of irreparable valves or internal components, with prior notification and quotation to the client.
• Maintenance of installed valves, including scheduled inspections every six months and emergency repairs as needed.
• Provision of vehicles and equipment, including double cab bakkies, crane trucks, TLBs, excavators, and generators, with proof of ownership and operational readiness.
• Adherence to technical specifications, safety standards, and environmental regulations throughout the project duration.
• Monitoring and reporting on the performance and condition of valves and related infrastructure.

Technical Requirements

The technical requirements for the tender include:

• Qualification and Experience: The service provider must demonstrate relevant experience in water infrastructure projects, including servicing pressure control valves and installing water pipelines.
• Certification: All operators of cranes, excavators, TLBs, and other machinery must possess valid SAQA-accredited qualifications and certificates of competency.
• Equipment: The provider must supply and maintain a fleet of suitable vehicles (double cab bakkies, crane trucks, TLBs, excavators, generators, water pumps) with proof of ownership and operational certificates.
• Warranties and Maintenance: All valves and equipment must be guaranteed against defects for at least 12 months, with scheduled maintenance every six months and after emergency repairs.
• Health and Safety: The contractor must develop and implement a comprehensive Health and Safety Plan, including risk assessments, method statements, and emergency procedures, compliant with the Occupational Health and Safety Act and Regulations.
• Personnel: Key personnel such as supervisors, safety officers, and operators must have relevant experience, qualifications, and valid medical certificates of fitness.
• Quality Assurance: The service provider must submit detailed records of inspections, maintenance, and repairs, and ensure compliance with all relevant standards (SABS, OSHA, etc.).
• Environmental and Site Management: Proper waste disposal, site security, and environmental controls must be maintained throughout the project.
• Documentation: All project documentation, including safety files, inspection reports, and certificates, must be kept on-site and made available for inspection at all times.
