Objectives

The primary objective of this tender is to appoint a service provider responsible for the distribution of pharmaceutical and surgical supplies from Mmabatho Medical Stores to thirty-one (31) health facilities within the Department of Health (NWDOH) in the North West Province, for a period of four (4) years. The goal is to ensure safe, effective, efficient, cost-effective, and timely delivery of medical supplies to support healthcare service delivery across the province.

Scope

The scope includes:

• Loading stock at Mmabatho Medical Stores
• Transportation of stock to designated health facilities
• Unloading stock at each facility
• Return of documentation and stock (returns) to Mmabatho Medical Stores
• Provision of suitable vehicles as specified (Annexure A)
• Breakdown backup and response
• Transport validation including temperature control, alarms, sensors, and route profiling
• Continuous temperature and humidity monitoring during transportation

The delivery schedule is every second week, with provisions for emergency orders and potential schedule adjustments by the department.

Technical Requirements

• Use of vehicles suitable for pharmaceutical transport, equipped with temperature control systems, refrigerated bodies, alarms, and sensors
• Vehicles must be roadworthy, fitted with tracking devices, and comply with relevant standards (National Road Traffic Act)
• Vehicles must be properly maintained, insured, and equipped for cold chain management where necessary
• Transport vehicles should be owned or leased by the bidder, with proof of ownership or lease agreements
• Vehicles must be fitted with emergency equipment, fire extinguishers, and monitoring devices for temperature and humidity
• Transport routes and distances are detailed in Annexure B, with route profiling and monitoring required
• All deliveries must be accompanied by proper documentation, including delivery notes and invoices
• Compliance with health and safety, confidentiality, and data protection standards

Skills and Competency Requirements

• Experience in cold chain logistics and pharmaceutical distribution (minimum 3-6 years)
• Proven financial capacity to support operations (e.g., turnover of R4 million or more)
• Ownership or leasing of at least nine (9) suitable vehicles, with proof (MVL1 forms, driver PrDPs)
• Operational offices within North West Province or proof of established business presence
• Capability to monitor and maintain temperature and humidity conditions continuously during transportation
• Qualified drivers with valid professional permits and vehicle roadworthiness certificates
• Ability to conduct inspections, audits, and site visits as required
• Compliance with legal, safety, and insurance requirements, including public liability insurance of at least R5 million
• Knowledge of government procurement policies, including PFMA, PPPFA, and B-BBEE regulations
• Capacity to manage logistics, route profiling, and emergency response effectively
