Objectives

The primary objective of this tender is to appoint a qualified service provider to supply, rent, install, and maintain 300 portable chemical toilets at informal settlements around Victor Khanye Local Municipality for a period of 36 months (3 years). The aim is to ensure adequate sanitation facilities, proper maintenance, and waste disposal to improve living conditions in the targeted informal settlements.

Scope

The scope of work includes:

• Provision of 300 chemical toilets with specified features such as closed type with lid, disinfectant liquid, and polyethylene basins.
• Installation of toilets on flat, even surfaces in designated informal settlement areas.
• Regular servicing, including waste removal and cleaning twice weekly during weekdays.
• Off-site disposal of waste at approved municipal disposal points.
• Maintenance and repair of toilets within 24 hours of notification to ensure continuous functionality.
• Provision of additional 10 toilets on a rate basis if requested by the municipality.

Technical Requirements

The technical specifications for the portable toilets include:

• Chemical toilets must be of closed type with a lid, made of high-density polyethylene, resistant to temperature variations, and equipped with locking mechanisms.
• Water tanks with a minimum capacity of 210 liters, equipped with ventilation and chemical liquids to control odours.
• Servicing includes waste removal, cleaning, and replenishing chemicals twice weekly.
• Waste disposal at designated municipal points, with penalties for non-compliance.
• ISO 9001:2015 certification for quality assurance of products and services.
• Installation on flat surfaces, ensuring stability against wind and other elements.

Skills and Skills Requirements

The service provider must demonstrate:

• At least 10 years of experience in supply, delivery, and maintenance of chemical toilets, supported by appointment letters and references.
• Financial capacity, evidenced by a bank rating of at least 'C' (20 points) based on a recent bank rating report.
• Capacity to supply and maintain a minimum of 300 chemical toilets, with proof of ownership or valid lease agreements for equipment such as vacuum tankers and high-pressure water units.
• Proven ability to provide the required resources and equipment, including vacuum tankers, with valid ownership or rental agreements.
• Compliance with quality standards, including ISO 9001:2015 certification.
• Adequate staffing and technical expertise to perform installation, servicing, and maintenance tasks efficiently.
