Objectives

The primary objective of this tender is to appoint a qualified service provider to carry out major repairs of a traffic signal at the intersection of Waltloo Road and Tsamaya Street. The repairs aim to reinstate the traffic signal to operational status to reduce delays and improve traffic management at this key intersection, which serves as a main entry point into Mamelodi. The project seeks to enhance community safety and traffic flow by restoring proper signal control.

Scope

The scope of work includes:

• Providing day-to-day traffic accommodation during construction and submitting weekly safety reports.
• Installing 110mm black ribbed PVC flex ducting for cable channelling, with manual excavation and soil backfilling.
• Filling manholes with soilcrete and lowering lids below road surface.
• Removing and reinstating 60mm segmented block paving as needed.
• Supply and installation of cromadek type ST1 and ST2 traffic signs on signal heads.
• Tracing existing ducts to replace old ducts without relocating signal cables.
• Supply and erection of various poles (standard, overhead, totem, cantilever), pre-painted with specified paint.
• Supply and installation of copper cables, signal heads compliant with SANS standards, and a traffic controller (8-phase Automotor UA).
• Connecting electrical cables, testing, software configuration, and issuing a Certificate of Compliance (CoC).

Note: The scope excludes ramps, kerbing, intersection markings, vehicle detection, pole top connectors, pedestrian buttons, earth spikes, concrete footing works, and road markings unless specified.

Technical Requirements

The technical requirements specify:

• Compliance with SANS 1459:2004 or later for LED signal heads, with proof of certification.
• Installation of signal heads (types S1, S4, S10, S11), poles, copper cables, and traffic controller as per drawings and specifications.
• Use of approved copper cables and proper connection to the traffic controller and power supply.
• Supply and installation of traffic signs, poles, and signal heads with appropriate painting and mounting.
• Testing all electrical connections, software configuration, and issuing a Certificate of Compliance (CoC).
• Adherence to health and safety procedures, including weekly safety reports.
• Obtaining necessary permits and managing site works without requiring wayleaves.

Skills Requirements

The successful bidder must demonstrate:

• Experience in traffic signal installation, repair, and maintenance, with a minimum of 3 years’ relevant experience.
• Proven capability to install and commission traffic control equipment, including poles, signal heads, and controllers.
• Knowledge of electrical wiring, cable laying, and compliance with SANS standards.
• Ability to trace and replace existing ducts and cables without relocating cables.
• Competence in managing health and safety protocols on-site, including providing weekly safety reports.
• Capability to supply and install all specified hardware, including poles, signs, and signal heads, with proper finishing.
• Qualified personnel to test electrical connections, configure traffic controllers, and issue Certificates of Compliance.
• Registered on the Central Supplier Database with valid CSD and tax clearance certificates.
