Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct a comprehensive bulk density survey using dynamic cone penetrometer testing and a volumetric survey at designated power stations owned by the City of Tshwane. The surveys aim to ensure the safety, proper construction, and effective monitoring of coal stockpiles, including assessments of compaction, temperature, and gas levels to prevent spontaneous combustion and facilitate accurate accounting of coal volumes.

Scope

The scope of work includes:

• Conducting bulk density surveys through dynamic cone penetrometer testing at specified power station sites.
• Performing volumetric surveys to measure the volume of coal stockpiles for accounting and audit purposes.
• Carrying out temperature tests, gas tests (CO2, CO, O2), and other safety-related assessments to monitor stockpile conditions.
• Providing all necessary tools, equipment, consumables, and safety gear compliant with occupational health and safety regulations.
• Calibration and certification of equipment prior to commencement.
• Working under the supervision of power station maintenance teams.

Technical Requirements

The technical requirements specify that:

• The construction and methodology of coal stockpiles must meet safety parameters to prevent spontaneous combustion.
• Regular monitoring including temperature, gas, and compaction tests must be performed throughout the year.
• The volumetric survey must be comprehensive, including temperature tests, bulk density determinations, and gas analysis.
• The service provider must submit calibration certificates of equipment before work begins.
• All work must adhere to relevant standards, legislations, and safety regulations.
• Proper documentation and quality assurance systems (ISO 9001 or equivalent) must be maintained.

Skills Requirements

The successful service provider must possess:

• Technical expertise in dynamic cone penetrometer testing and volumetric survey methods.
• Experience in conducting safety tests related to coal stockpiles, including temperature and gas analysis.
• Ability to operate and calibrate specialized testing equipment, providing valid calibration certificates.
• Knowledge of occupational health and safety regulations and the ability to work under supervision of power station maintenance teams.
• Capability to prepare detailed reports and maintain proper documentation as per ISO standards.
• Availability of qualified personnel trained in safety procedures and testing protocols.
