Objectives

The tender aims to refurbish and upgrade the existing electricity network at the Vaalharts Research Station, Phase-1, Jan Kempdorp, Northern Cape. The project seeks to replace the underground 11kV system with an overhead power line, improve electrical infrastructure safety and reliability, and ensure compliance with relevant standards and safety regulations.

Scope

The scope includes:

• Erection of new 11kV overhead power line with pole-mounted transformer
• Replacement of existing underground 11kV system
• Construction of MV and LV cable terminations and connections
• Replacement of LV distribution boards/kiosks
• Switching and outage management of the network
• Testing, commissioning, and certification of the electrical system
• Site establishment, access, and environmental management
• Provision of safety, health, and environmental controls

Technical Requirements

The project must adhere to:

• SANS 10845-3 Construction Procurement – Part 3: Standard Conditions of Tender
• Construction standards for electrical infrastructure, including SANS 10142-1, SANS 10142-2, SANS 780, SANS 60439, NRS 013, NRS 012, NRS 017, NRS 018, NRS 019, NRS 020, NRS 021, NRS 022, NRS 023, and relevant IEC standards
• Environmental legislation and management plans
• Occupational health and safety regulations, including the Occupational Health and Safety Act, 1993, and Construction Regulations, 2014
• Design and installation of MV and LV cables, switchgear, kiosks, and transformers as per specified standards
• Proper cable laying, jointing, termination, and testing procedures
• Provision of site safety, security, and environmental controls

Skills Requirements

The tenderer must demonstrate:

• Registration with the CIDB in a contractor grading designation of 3 EP or above for electrical infrastructure works
• Qualified key personnel, including:
• 3-Phase Installation Electrician (minimum qualification: registration with Department of Employment and Labour, ORHVS registration)
• Electrical Construction Manager/Supervisor (Trade Certificate in electrical infrastructure, ORHVS registration, minimum 5 years’ experience)
• SHEQ Officer (SACPCMP registration, minimum 2 years’ experience)
• Proof of experience in similar electrical infrastructure projects within the last five years
• Bank rating of minimum Code C from a recognized financial institution
• Certified copies of educational qualifications and CVs of key personnel
• Ability to provide project references and proof of successful project completion
• Compliance with health, safety, environmental, and quality standards as specified
