Objectives

The primary objective of this tender is to engage competent and experienced contractors to construct a relay of 11.1 km of the Lower Thukela’s Gravity Pipeline within an 18-month period. The project aims to ensure the reliable conveyance of potable water to uMngeni-uThukela Water’s clients, with a focus on quality, safety, and empowerment of targeted enterprises through specific participation goals.

Scope

The scope of work includes:

• Construction (relay) of 11.1 km of steel gravity pipeline.
• Construction of scour and air valve chambers as per UUW specifications.
• Mitigation measures to prevent movement or damage to existing pipelines.
• Tie-in methodology for connecting the new pipeline into existing infrastructure, including shutdown planning.
• Implementation of health, safety, quality assurance, and environmental management measures.
• Coordination with stakeholders and adherence to project timelines and safety regulations.

Technical Requirements

The technical requirements include:

• Compliance with uMngeni-uThukela Water Standard and Particular Specifications.
• Preparation and submission of Method Statements detailing construction approach, risk management, and shutdown plans.
• Development of a Preliminary Programme reflecting project sequencing, critical activities, and timelines.
• Provision of quality assurance and environmental management systems, preferably ISO 9001 and ISO 14001 certified.
• Submission of detailed construction methodology, including shutdown procedures and mitigation measures.
• Provision of a detailed safety plan and compliance with Occupational Health and Safety regulations.
• Supply of relevant registration certificates, experience records, and financial standing documentation.

Skills and Experience Requirements

The tenderer must demonstrate:

• CIDB grading of 9CE or higher.
• Experience in similar pipeline rehabilitation or construction projects, particularly steel pipelines of DN900 and above, with references and proof of completed projects.
• Experience in constructing scour and air valve chambers, with relevant project references.
• Key personnel with proven expertise:
• Contract’s Director/Manager: 5-35 points based on years of experience in bulk water infrastructure projects.
• Construction Manager: 8-25 points based on professional registration and experience.
• Site Agent: 5-25 points based on years of experience and registration.
• Health and Safety Officer: 5-15 points based on years of experience and registration.
• Proposed organizational structure and staffing plan demonstrating coordination and capacity.
• Availability of major plant and equipment, either owned or leased, suitable for pipeline construction.
• Implementation of quality and environmental management systems, with certification where applicable.
• Ability to develop and implement detailed method statements and preliminary programmes.
• Financial capacity demonstrated through bank ratings or financial statements.
• Compliance with all legal, safety, and environmental regulations, including submission of relevant certificates and declarations.
