Objectives

The primary objective of this tender is to remove damaged fencing and rubble, and to install a new concrete pre-cast palisade fence at Transnet Engineering Durban. The project aims to restore security and infrastructure integrity within a three-month period.

Scope

The scope includes:

• Demolition and removal of existing damaged fencing and rubble.
• Supply and installation of new concrete pre-cast palisade fencing, including posts, pales, cross bars, gates, and associated foundations.
• Construction of concrete foundations for fence posts.
• Installation of sliding and automated gates, including repair and reinstallation of existing gates.
• Site clearance, rubble disposal at approved dumping sites, and ensuring compliance with health, safety, and environmental standards.
• Provision of all necessary materials, equipment, and skilled personnel to complete the work within the specified timeframe.

Technical Requirements

The technical specifications mandate:

• Use of concrete with a minimum compressive strength of 40 MPa at 28 days, certified by a SANAS-accredited laboratory.
• Concrete foundations for posts: 0.8m deep, 0.4m wide, with a minimum strength of 15 MPa after 14 days.
• Posts: 3.0m long, slotted to receive rails, with a thickness of 220mm, supported by foundations spaced at 2.0m intervals.
• Pales: 2.3m long, 70mm thick, with holes for bolts, spaced at 90mm.
• Cross bars: 1.98m long, with nine holes for carriage bolts, grouted into posts with a sand/cement mixture.
• Gates: Heavy-duty, galvanised, automated, with specific dimensions, including repair and reinstallation of existing gates.
• Use of galvanised nuts, bolts, washers, and other steel fixings.
• Installation of concertina coil fencing where specified, with galvanised wire and brackets.
• All work to comply with relevant South African standards, health and safety regulations, and environmental management protocols.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in supply, delivery, installation, testing, and commissioning of concrete palisade fences, supported by reference letters or project lists.
• Capability to execute civil engineering works, including demolition, foundation construction, and gate installation, with qualified and experienced personnel.
• Ability to manage site safety, environmental compliance, and waste disposal in accordance with legal and company standards.
• Provision of a detailed methodology covering all aspects of the scope, including demolition, rubble removal, fencing, gate installation, and handover procedures.
• Availability of necessary equipment, resources, and subcontractors with appropriate B-BBEE status and experience.
• Compliance with health and safety standards, including safety inductions, site inspections, hazard assessments, and safety documentation.
