Objectives

The primary objective of this tender is to engage a qualified service provider to deliver comprehensive remuneration and benefits consultancy services for a period of thirty-six (36) months. The services aim to evaluate, develop, and implement modern remuneration practices, conduct salary benchmarking, and establish equitable benefits structures aligned with industry standards and organizational needs.

Scope

The scope of work includes, but is not limited to:

• Providing a holistic evaluation of current salary structures, allowances, contributions, and industry best practices.
• Developing a remuneration and benefits framework, including salary scales/bands for various grades.
• Conducting salary benchmarking exercises and job evaluations using Paterson methodology.
• Reviewing and recommending updates to remuneration policies, allowances (housing, medical aid, travel, education), and pension fund contributions.
• Facilitating stakeholder consultations (virtual or in-person) and presenting findings to management, unions, and governance structures.
• Training HR staff on remuneration practices and methodologies.
• Drafting and presenting salary and benefits budgets for approval.
• Analyzing the impact of proposed salary adjustments on the organization’s budget.
• Providing actionable recommendations for policy updates and implementation strategies.

Technical Requirements

The technical requirements for the tender include:

• Demonstrated experience in developing, designing, and implementing remuneration and salary benchmarking initiatives.
• Accreditation in Paterson job evaluation methodology.
• Membership of South African Reward Association (SARA) and/or Institute of People Management (IPM).
• Qualified lead consultant with certifications such as Certified Compensation Professional (CCP) or Global Remuneration Pay (GRP).
• Provision of detailed project methodology, implementation approach, and project plan.
• Evidence of at least three relevant projects undertaken between 2018 and date, with contactable references.
• Proof of registration on the Central Supplier Database (CSD) and completed bid documentation.
