Objectives

The primary objective of this tender is to appoint a qualified security service provider to deliver security services at four specified offices within the Northern Cluster for a period of 36 months. The aim is to ensure the safety and security of the offices, staff, and assets in accordance with the Department of Employment and Labour Free State requirements.

Scope

The scope of work includes providing comprehensive security services at the following offices:

• Kroonstad Labour Centre
• Welkom Labour Centre
• Sasolburg Labour Centre
• Parys Satellite Office

The services are to be rendered over a period of 36 months, encompassing all necessary security operations, staff deployment, and related activities as specified in the tender documentation.

Technical Requirements

The successful bidder must meet the following technical criteria:

• Project Execution Plan: Submit a detailed plan including daily shift rosters, occurrence books, supervisory activities, response plans, and operational management aligned with the RFP.
• Security Service Experience: Demonstrate a minimum of relevant experience in security service delivery, with points allocated based on years of experience.
• Financial Management: Provide a valid Bank Grading Certificate, with points awarded for higher grades (A to D).
• Proof of Vehicles: Submit valid vehicle registration certificates for the company’s vehicles, with points awarded based on the number of vehicles.
• Staff and Security Aids: Provide photographs of staff in uniform and security aids as per specifications.

Skills Requirements

The bidder must demonstrate:

• Ability to develop and implement detailed operational and emergency response plans.
• Experience in security service provision, supported by relevant references and documentation.
• Financial stability and management capability, evidenced by a valid Bank Grading Certificate.
• Capacity to supply and manage a fleet of security vehicles.
• Provision of qualified security personnel with appropriate uniforms and security aids.

Evaluation Criteria Summary

The bids will be evaluated in four phases, with functionality requiring a minimum score of 70/100 points to proceed to the preference point system. Key evaluation areas include:

• Project execution plan (25 points)
• Security service experience (30 points)
• Financial management (20 points)
• Proof of vehicles (25 points)
• Staff photographs and security aids (5 points)

Additional points are allocated for specific goals such as women ownership and SMME status.
