Objectives

The primary objective of this tender is to secure a service provider for the renewal of Microsoft 365 licenses for a period of three years, ensuring uninterrupted access to Microsoft products, services, updates, technical support, and security features. The renewal aims to maintain software license compliance and support the municipality’s ICT environment, which relies on Microsoft cloud-based services such as applications, Teams, Exchange Online, SharePoint Online, and OneDrive for Business.

Scope

The scope includes:

• Renewal of Microsoft 365 E3 licenses for a duration of three years.
• Provision of licensing services through an authorized Microsoft partner or reseller.
• Ensuring continued access to Microsoft enterprise productivity and collaboration tools.
• Project management and compliance with procurement and licensing frameworks.

Technical Requirements

The technical requirements specify that:

• The service provider must be an authorized Microsoft licensing partner or reseller.
• The appointed partner must provide licensing for Microsoft applications, Teams, Exchange Online, SharePoint Online, OneDrive for Business, etc., within the municipality’s tenant environment.
• The renewal must be compliant with the existing Microsoft Enterprise Agreement and licensing framework.
• The service provider must deliver a comprehensive project implementation plan, including timelines, milestones, and risk management strategies.
• Reference letters from previous clients, preferably in the public sector, demonstrating successful license renewals.
• Personnel assigned to the project must be Microsoft 365 Certified (Fundamentals, Solution Associate, or Administrator Expert).
• The provider must hold a valid Microsoft accreditation or reseller certification issued by the manufacturer.

Skills and Skills Requirements

The skills and qualifications required from the service provider include:

• Microsoft 365 Certified personnel (Fundamentals, Solution Associate, or Administrator Expert).
• Valid and current Microsoft accreditation or reseller certification.
• Experience in project management, including planning, milestones, and risk mitigation.
• Ability to provide technical support and ensure license compliance.
• Capability to deliver reference letters and proof of successful license renewals, especially in the public sector.
• Knowledge of licensing frameworks, contractual compliance, and Microsoft enterprise agreements.
