Objectives

The primary objective of this tender is to engage an accredited contractor to perform maintenance, repair, and related services on distribution transformers at various substations within Dawid Kruiper Municipality. Specific tasks include oil purification, oil replacement, and associated repair works to ensure the transformers operate efficiently and reliably.

Scope

The scope encompasses maintenance activities on:

• Two 20 MVA 132/11 kV distribution transformers at Alpha and Charlie substations.
• An 800 kVA distribution transformer at ABSA (AS 2403) substation.

Work includes oil purification, oil replacement, replacing breather and gaskets, cleaning, respraying, and performing sample tests and analysis post-repair. The maintenance is detailed for each site with specific serial numbers, ratings, and required work procedures.

Technical Requirements

• Provision of a detailed methodology statement outlining the standard operating procedures and safety standards for oil purification and replacement.
• Completion of all necessary testing, including dielectric strength, moisture content, and acid content, with submission of reports within one month after work completion.
• Supply of all equipment, materials, and labor required for the tasks.
• Work must be performed by qualified electricians (Red Seal) and authorized persons (ORHVS) certified under the OHS Act.
• Adherence to safety standards and proper documentation of procedures.
• Site access and safety compliance during operations.

Skills and Qualification Requirements

• Provision of certified proof of qualifications (Red Seal) for at least two qualified electricians engaged in the project.
• Submission of certified proof of competence for at least two authorized persons (ORHVS) qualified under the OHS Act.
• Demonstrated ability to perform oil purification, replacement, and transformer repairs safely and effectively.
• Experience in handling distribution transformers, including oil analysis and repair works.
• Ability to prepare and submit detailed methodology and safety procedures.
