Objectives

The primary objective of this tender is to appoint qualified service providers to carry out repair and maintenance services for water and sanitation infrastructure within the Phokwane Cluster over a period of three years. The aim is to ensure functional, safe, and reliable water and sanitation systems through timely repairs, upgrades, and maintenance activities, including emergency responses and system upgrades.

Scope

The scope of work includes:

• Repair of water pipelines, valves, pumps, reservoirs, and meters
• Upgrading existing reticulation systems
• Maintenance of sanitation facilities and sewer pipelines
• Emergency response to burst pipes and blocked sewers
• Upgrades and replacements of outdated water and sanitation infrastructure
• Ensuring compliance with health, safety, and environmental regulations
• Record keeping and reporting of maintenance activities

The project will be implemented at the Phokwane clusters, specifically at the designated infrastructure sites within the municipality.

Technical Requirements

The technical requirements for bidders include:

• Registration with the Central Supplier Database (CSD) and proof of registration
• CIDB grading of 5 CE or higher for contractors involved in repairs and maintenance; design-only projects require a CIDB grade of 'Design only'
• Provision of a detailed methodology demonstrating understanding of the scope, approach, and output
• Experience and qualifications of the project leader, including CVs, relevant project experience (minimum 1-2 completed projects for water reticulation and sanitation), and construction/civil engineering qualifications (minimum NQF level 6, with higher levels preferred)
• Company experience in water and sanitation projects, supported by reference letters from previous clients (government departments, municipalities, or public entities)
• Provision of a detailed Milestone plan and Bill of Quantities
• Compliance with all relevant health, safety, and environmental regulations
• Submission of all required documentation, including company registration, proof of good standing, municipal rates and taxes, and certified IDs of key personnel
• Adherence to the evaluation criteria, including functionality score of at least 60%, and compliance with the bid submission procedures

Additionally, bidders must demonstrate capacity to respond to emergency repairs promptly and maintain high standards of safety and quality throughout the contract period.
