Objectives

The primary objective of this tender is to engage suitably qualified professional service providers to provide services of a Professional Registered Town Planner. Specifically, the project involves the rezoning of part of the farm Vlakfontein 453 JR from Undetermined to Cemetery, in accordance with the City of Tshwane Spatial Planning and Land Use Management By-law, 2016, and related land use schemes. The aim is to facilitate infrastructure investment and land-use compliance for the development of a cemetery at Sokhulumi.

Scope

The scope of work includes:

• Applying for exemption of Environmental authorization (Section G24) under the National Environmental Management Act, 107 of 1998, with the Gauteng Department of Environment.
• Preparing and submitting a rezoning application to the City of Tshwane Metropolitan Municipality to change land use from Undetermined to Cemetery.
• Providing professional services related to land use planning, environmental compliance, and land development processes.
• Undertaking the necessary investigations, documentation, and coordination required for rezoning and environmental exemption.
• Project duration is estimated at 12 months from the date of appointment.

Technical Requirements

The technical requirements include:

• Registration with the South African Council for Planners (SACPLAN) under the Planning Professions Act, Act 36 of 2002, with a minimum of 5 years post-registration experience.
• Provision of CVs and qualifications of key personnel, including Environmental Practitioner, Geotechnical Specialist, and Land Surveyor, with at least 3 years of relevant experience each.
• Development of a Work Implementation Plan and Methodology outlining the approach to tasks.
• Compliance with the City of Tshwane Land Use Scheme, 2024, and the Spatial Planning and Land Use Management By-law, 2016.
• Submission of all required documentation, including municipal approval letters and relevant professional registration certificates.

Skills Requirements

The successful service provider must demonstrate:

• Professional registration with SACPLAN and relevant experience in land rezoning and environmental applications.
• Expertise in land use planning, environmental law, and municipal land development processes.
• Ability to prepare comprehensive work plans, methodologies, and documentation for rezoning and environmental exemption applications.
• Strong coordination and communication skills to liaise with municipal authorities, environmental departments, and other stakeholders.
• Experience in managing projects within the stipulated 12-month timeframe and delivering quality outputs.
