Objectives

The primary objective of this tender is to appoint a qualified Service Provider to supply inspection services at the SANPC Refinery over a period of three years. The aim is to ensure compliance with safety, quality, and regulatory standards through competent inspection resources.

Scope

The scope includes providing a range of inspection services at the SANPC Refinery, involving personnel with specific technical expertise such as Pressure Equipment Inspectors, API 570 Inspectors, Welding Inspectors, and Inspectors of Pressurised Equipment (IPE). The services cover inspection, certification, repair assessment, and compliance verification for pressure equipment, piping systems, welds, and other pressure-retaining components within the refinery environment.

Technical Requirements

The technical requirements specify that bidders must:

• Possess accreditation certificates issued by SANAS in accordance with SANS/ISO 17020 and SANS 10227.
• Hold valid approval certificates from the Chief Inspector of the Department of Employment and Labour for inspection bodies.
• Ensure inspection personnel meet minimum qualification standards, including certifications from SAQCC-IPE, SAIW, or equivalent bodies.
• Provide qualified inspectors with specific experience levels, such as:
• CP Inspectors with at least 8 years of experience.
• API 570 Inspectors with at least 8 years of experience.
• Level II Welding Inspectors with at least 8 years of experience.
• IPE Inspectors with at least 8 years of experience.
• AIA Inspectors with at least 7 years of experience.
• Demonstrate compliance with health, safety, environmental policies, and COIDA registration.
• Provide an organizational structure illustrating the inspection team and reporting lines.

Skills Requirements

The skills and experience required for the inspection team include:

• Pressure Equipment Inspectors (CP): Minimum 8 years of relevant experience, with CVs demonstrating client experience at refineries or major hazard installations.
• API 570 Inspectors: Minimum 8 years of experience, with detailed CVs showing client projects in maintenance, inspection, and repair of metallic piping systems.
• Level II Welding Inspectors: At least 8 years of experience, with expertise in welding procedures, metallurgy, and standards compliance.
• IPE Inspectors: Minimum 8 years of practical inspection experience, including report writing and record keeping for pressure equipment.
• AIA Inspectors: At least 7 years of experience in inspecting and certifying pressure equipment, with knowledge of relevant regulations and standards.

Additionally, all inspectors must possess valid certificates, be listed in relevant registers (e.g., SAQCC-IPE), and demonstrate technical competence through CVs and references.
