Objectives

The primary objective of this tender is to appoint a service provider to deliver comprehensive security services, including guarding (landside and airside), tactical response, traffic management, and licensing for stakeholder security across nine airports operated by Airports Company South Africa (ACSA). The contract duration is sixty (60) months, starting from 1 April 2026 to 31 March 2031, ensuring a secure environment for airport users, staff, and stakeholders in compliance with national and international aviation security standards.

Scope

The scope encompasses:

• Provision of uninterrupted security guarding services at King Shaka, OR Tambo, and Cape Town International airports, covering landside and airside areas.
• Deployment of tactical response teams across all operational zones, including airside, landside, cargo facilities, remote sites, parking areas, and ground transport zones.
• Security screening of persons, property, baggage, and belongings at designated checkpoints, access gates, and other critical points.
• Management of security personnel, including recruitment, training, deployment, performance monitoring, and uniforms.
• Provision of specialized training aligned with SACAA standards, PSIRA certification, and national key points requirements.
• Implementation of facility patrols, incident response, and special event security services.
• Compliance with legal, legislative, and regulatory frameworks, including permits, firearm handling, and security vetting.
• Licensing security services for stakeholders across all nine airports.

Technical Requirements

The technical specifications include:

• Security personnel must hold valid PSIRA Grade A certificates, firearms transportation permits, and relevant aviation security certifications (Part 109, Part 110, ASSO approval).
• Deployment of trained tactical response teams capable of armed response, threat neutralization, and emergency management, including bomb threat simulations and hijack response.
• Provision of security equipment such as handheld metal detectors, search mirrors with cameras, body cameras, patrol RFID systems, and communication devices compatible with ACSA’s TETRA radio network.
• Implementation of a patrol system for guard monitoring and incident reporting.
• Adherence to civil aviation regulations, including screening standards, dangerous goods handling, and explosive detection.
• Provision of comprehensive training programs, including recurrent learning, firearms refresher courses, and tactical training for security personnel.
• Security vetting and background checks for all personnel, with compliance to relevant legislation and permits.

Skills Requirements

The tender mandates that bidders demonstrate:

• Minimum of five (5) years of security experience at airports or NKP sites, with references totaling a minimum value of R50 million.
• Proven capacity to deploy and manage security teams, including site managers, operations managers, and aviation security supervisors, with relevant CVs and certifications.
• Qualified personnel with valid PSIRA Grade A certificates, aviation security certifications, firearms licenses, and specialized tactical training.
• Ability to conduct security screening, threat detection, and emergency response with high professionalism and customer service orientation.
• Experience in managing security equipment, communication systems, and incident reporting tools.
• Knowledge of applicable legislation, including Civil Aviation Regulations, Critical Infrastructure Protection Act, and National Civil Aviation Act.
• Capacity to provide continuous training, refresher courses, and compliance with SACAA and PSIRA standards.
• Strong organizational, administrative, and reporting skills to ensure operational efficiency and regulatory compliance.
