Objectives

The primary objective of this tender is to appoint a contractor to provide comprehensive Cleaning & Hygiene Services at King Shaka International Airport for a period not exceeding 12 months. The services aim to ensure the airport remains hygienically clean, safe, and compliant with relevant standards, regulations, and industry best practices, thereby maintaining the airport's operational excellence and passenger experience.

Scope

The scope encompasses all internal and external cleaning activities across the entire airport precinct, including:

• General cleaning of floors, walls, ceilings, furniture, and fixtures
• Specialized cleaning such as high-level window and façade cleaning, rope access cleaning, and deep cleaning of sanitary facilities
• Hygiene services including sanitary waste disposal, air freshening, seat spray dispensers, and biohazard waste management
• Cleaning of external areas like car parks, walkways, and perimeter fencing
• Provision and maintenance of cleaning machinery, equipment, chemicals, and consumables
• Management of high access cleaning using rope access, cherry pickers, scaffolding, and fall arrest systems
• Adherence to safety, health, and environmental standards throughout all activities

Technical Requirements

The technical requirements include:

• Provision of all labour, materials, equipment, and machinery necessary for effective service delivery
• Use of approved chemicals and cleaning agents compliant with SABS/SANS standards, environmentally friendly, and suitable for various surfaces
• Deployment of machinery that is fully functional, well-maintained, and operated by trained personnel
• Implementation of high access cleaning techniques with experienced rope access technicians and fall arrest systems
• Adherence to industry standards for hygiene, safety, and quality control, including regular inspections and audits
• Use of a robust quality management system (QMS) and continuous improvement initiatives
• Compliance with all relevant legislation, including OHS Act, environmental regulations, and airport security protocols
• Effective management of emergency and contingency plans to ensure service continuity

Skills Requirements

The tender mandates the following skills and qualifications for personnel:

• Experienced contract managers and site supervisors with a minimum of 3 and 2 years respectively in cleaning services
• Skilled operators trained in the use of cleaning machinery such as scrubbers, carpet cleaners, high-pressure washers, and steam cleaners
• Rope access technicians with Level 1, 2, and 3 certifications, and fall arrest technicians with relevant training and experience in working at heights
• Personnel trained in health and safety, environmental management, and emergency response procedures
• Staff proficient in the use of PPE, chemical handling, and equipment maintenance
• Personnel must have undergone background checks including criminal record, substance abuse, and previous employment verification
• All staff must be properly attired in approved uniforms, including reflective vests for airside access, and possess valid permits and certifications as required by ACSA
