Objectives

The primary objective of this tender is to procure professional services for the installation of security access control equipment at the General Aviation sites across multiple airports, with a contract period of 24 months. The project aims to enhance security measures, including surveillance and access control systems, to mitigate security risks and criminal activities, ensuring safe and secure operations in line with industry standards and regulatory requirements.

Scope

The scope of work includes:

• Deployment of surveillance systems such as CCTV cameras, X-ray machines, metal detectors, vehicle number plate recognition, and other security devices.
• Installation of access control infrastructure including permit card scanners, turnstiles, boom gates, intercoms, guard houses, and associated facilities.
• Implementation of truck screening capabilities at cargo gates and strategic entry points into the airside.
• Provision of comprehensive security systems to address security challenges specific to General Aviation areas, including fencing, communication equipment, and security monitoring infrastructure.
• Development of detailed design, procurement, construction, commissioning, and close-out services for the security systems.

Technical Requirements

The technical requirements encompass:

• Design and installation of integrated security systems compliant with NASP Section 6.17.4 and ICAO Doc 8973 standards.
• Provision of CCTV surveillance, access control, and screening equipment capable of operating in all weather conditions.
• Development of detailed engineering calculations, system layouts, and specifications.
• Preparation of comprehensive tender documentation, including technical requirements and evaluation criteria.
• Construction monitoring, quality assurance, and system testing during the implementation phase.
• Final system commissioning, documentation, and handover, including as-built drawings, manuals, and certification.

Skills Requirements

The successful bidder must demonstrate:

• Experience in high-security environment installations, such as airports, data centers, or critical infrastructure, with relevant client references.
• Qualified project management personnel with SACPCMP registration as Construction Project Managers (PrCPM).
• Proven expertise in civil, electrical, mechanical, electronics, and security engineering disciplines, with current professional registration (e.g., SACPCMP, SACAP, ECSA).
• Experience in designing and implementing integrated security systems, including CCTV, access control, and screening equipment.
• Capability to develop detailed design, procurement, and construction monitoring services, with qualified multidisciplinary teams.
• Ability to deliver comprehensive project management, including planning, scheduling, risk management, and quality assurance.
