Objectives

The primary objective of this tender is to procure Rubber Removal Services across all airports operated by Airports Company South Africa (ACSA) for a period not exceeding three years. The goal is to maintain runway safety and operational standards by effectively removing rubber deposits from runway surfaces, ensuring optimal friction levels for aircraft safety, and complying with ICAO and civil aviation regulations.

Scope

The scope encompasses providing rubber removal services at nine airports, including O.R. Tambo International, Cape Town International, King Shaka International, and regional airports such as Kimberley, Upington, Bram Fischer, George, East London, and Port Elizabeth. The services involve:

• Removal of rubber deposits from runways, taxiways, and aprons using water jetting and cleaning equipment.
• Deep cleaning of aprons to remove oil contaminants with water jetting and cleaning liquids.
• Ensuring pavement surfaces are free of rubber, debris, and water post-cleaning.
• Adhering to security, safety, and environmental standards during operations.

Technical Requirements

The technical scope includes:

• Provision of suitable equipment capable of a work rate of at least 750 m²/hour.
• Use of pressurized water jetting, sweepers, and vacuum units for debris removal.
• Compliance with ICAO standards and airport security protocols.
• Operation predominantly during night hours (mainly between 23:00 and 04:30) to minimize disruption.
• Implementation of safety procedures, permits, and risk assessments for airside operations.
• Maintenance of equipment and vehicles to meet safety and operational standards, including lifespan and inspection requirements.
• Adherence to environmental management policies, pollution control, and waste management protocols.

Skills and Skills Requirements

The tender mandates the following skills and qualifications for personnel:

• Qualified operators trained in the use of water jetting and cleaning equipment.
• Competent personnel with experience in airport rubber removal and runway maintenance.
• Personnel trained in occupational health and safety regulations, including the use of PPE and safe work procedures.
• Key personnel such as project/site managers and equipment operators with relevant experience and qualifications.
• Personnel capable of conducting risk assessments, safety audits, and incident reporting.
• Staff must possess valid permits, including Airside Vehicle Operator Permits (AVOP) and Airside Induction Training (AIT).
• Ability to work night shifts and coordinate operations with airport security and air traffic control.
