Objectives

The primary objective of this tender is to design, manufacture, supply, deliver, install, test, calibrate, and commission two (2) heavy-duty CNC-controlled portal type milling machines at the Durban Main Centre. The project aims to ensure the machines meet specified technical standards, are operationally ready, and are supported with comprehensive documentation, training, and warranty for a period of at least 12 months from final acceptance.

Scope

The scope encompasses the complete lifecycle of the machinery, including:

• Design, manufacture, and assessment of foundations
• Survey, supply, and delivery of two 3-axis heavy-duty CNC portal milling machines with accessories
• Installation, testing, calibration, and commissioning of the machines
• Development and validation of CNC programs for initial production
• Provision of operational, maintenance, safety, and calibration documentation
• Training of up to 10 Transnet Engineering personnel in operation, programming, maintenance, and troubleshooting
• Provision of warranty, spare parts list, and all relevant technical and electrical drawings and manuals

Technical Requirements

The machines must adhere to the following technical specifications:

• Portal type CNC milling machines with moving table, suitable for heavy-duty industrial use
• Latest model CNC system compatible with transfer via USB, with password protection and program transfer capabilities
• Milling head power transmission of at least 22 kW, minimum speed 2500 rpm
• Minimum dimensions including height specifications
• Automatic tool changer with at least 24 positions, capable of vertical and horizontal tool changes
• Supply of BT50 tool holders and comprehensive tooling set
• Compliance with all relevant occupational health and safety standards, including electrical safety, surge protection, and EMC standards
• Electrical components, wiring diagrams, and control panels must meet specified safety and operational standards
• Calibration systems including linear scales, spindle positioning, wireless probes, and axis compensation
• Development of CNC programs for initial production, validated through manufacturing of first components
• Provision of comprehensive documentation, manuals, schematics, and backup copies for CNC, PLC, hydraulics, pneumatics, and electrical systems

Skills Requirements

The tenderer must demonstrate the capability to provide personnel with the following qualifications and experience:

• Professional accreditation from ECSA for Pr. Eng Electrical Engineer or Mechanical Engineer, supported by CVs, certificates, and affidavits, with a minimum of 3 years’ relevant experience in CNC machinery installation, testing, and commissioning
• Supporting specialists in electrical and mechanical disciplines with similar experience
• Provision of detailed CVs using the provided Annexure A template, highlighting relevant project experience
• Experience in developing, validating, and optimizing CNC machining programs for heavy-duty machinery
• Capability to prepare and deliver training manuals and conduct training sessions for operators and maintenance staff
• Ability to produce and review all technical drawings, schematics, and documentation as specified
• Proven track record through reference letters or project lists demonstrating successful delivery of similar heavy-duty CNC machinery projects

Overall, the tenderer must possess the technical expertise, project management skills, and personnel qualifications to ensure the successful execution of the project within the stipulated seven (7) months period, meeting all technical, safety, and quality standards outlined in the tender documentation.
