Objectives

The primary objective of this tender is to solicit responses from qualified service providers capable of supporting Eskom in conducting major technical incident investigations related to power system network failures and supply interruptions. The investigations aim to identify root causes, assess risks, and facilitate systemic improvements within Eskom’s power generation, transmission, and distribution networks, including regulatory and legislative breach events.

Scope

The scope encompasses:

• Technical Investigations: Conducting investigations into major equipment failures, system and network disturbances, and breaches of regulatory and legislative requirements. These investigations may involve multidisciplinary teams from electrical, chemical, process, mechanical, civil, or metallurgy disciplines.
• Incident Data Collection: Gathering relevant data related to the incident, including evidence management and transportation.
• Evidence Management: Identifying, collecting, preserving, and analyzing evidence to maintain legal integrity.
• Technical Testing & Diagnostics: Performing tests and diagnostics to support investigations.
• Reporting and Deliverables: Preparing comprehensive investigation reports, including findings, root cause analysis using recognized methodologies, and risk assessments.

Technical Requirements

Technical requirements include:

• Provision of multidisciplinary investigation teams with expertise in electrical, chemical, process, mechanical, civil, or metallurgy engineering.
• Ability to collect, analyze, and preserve evidence with legal integrity.
• Execution of technical testing and diagnostics as needed.
• Preparation of detailed investigation reports aligned with Eskom standards.
• Application of structured root cause analysis methodologies.
• Demonstrable experience in power system design, operation, maintenance, and failure investigations.

Skills Requirements

The skills and competencies required from service providers include:

• Qualified engineers or technologists registered with the Engineering Council of South Africa (ECSA) or equivalent, with relevant technical knowledge and experience in power systems and failure investigations.
• Provision of CVs and recent technical investigation reports for key team members.
• Experience in managing investigations involving complex infrastructure environments within the energy sector.
• Ability to collaborate closely with Eskom’s technical investigation resources and adhere to Eskom’s processes, standards, and governance requirements.
• Proven track record of completing similar projects, with references from at least three companies where comparable work has been undertaken since 2023.
