Objectives

The primary objective of this tender is to gather market information to support the development of a Green Hydrogen (GH2) ecosystem within the Fetakgomo Tubatse Special Economic Zone (FTSEZ). Specifically, it aims to assess market capabilities, technology readiness, delivery models, and implementation approaches for a pre-feasibility study (PFS) on green hydrogen production, storage, refuelling, and utilisation. The study will inform future procurement processes and support the potential development of a hydrogen hub, including mobility and fuel-cell applications, in the Limpopo region.

Scope

The scope involves conducting a high-level market sounding exercise to understand:

• Market maturity and demand development, especially for hydrogen mobility in mining logistics corridors.
• Technical modelling, including grid integration, substations, protection, control, and instrumentation.
• Experience with PEM fuel cell systems and hydrogen utilisation technologies.
• Commercial delivery models, including public-private partnerships, funding, and financing approaches.
• Partnerships with industry stakeholders such as equipment and mobility OEMs.
• Regulatory requirements within South Africa for hydrogen projects.

The exercise also includes providing high-level cost estimates, resource requirements, and identifying potential project delivery approaches for the pre-feasibility phase.

Technical Requirements

The technical requirements focus on understanding and evaluating:

• Hydrogen production technologies, particularly green hydrogen via electrolysis.
• Storage solutions for hydrogen, including safety and capacity considerations.
• Refuelling infrastructure suitable for mobility and industrial applications.
• Hydrogen utilisation systems such as fuel cells, especially PEM fuel cells.
• Integration with renewable energy sources (PV, BESS, grid) and infrastructure civil works.
• Technical modelling tools for system design and integration.
• Compliance with South African regulatory standards for hydrogen projects.
