Objectives

The primary objective of this tender is to identify qualified contractors capable of designing, installing, and maintaining a high-reliability, zero-downtime hybrid microgrid system for Onderstepoort Biological Products (OBP). The system should generate, manage, store, and distribute solar energy to ensure continuous operation of critical pharmaceutical manufacturing processes, including vaccine production, cold storage, and incubation systems. Additionally, the solution aims to reduce dependence on the national grid, improve energy resilience, and support OBP’s strategic goal of operational continuity amidst local electricity shortages and load-shedding.

Scope

The scope encompasses:

• Design, installation, and maintenance of a solar photovoltaic (PV) system integrated with energy storage (Battery Energy Storage Systems - BESS).
• Development of a hybrid microgrid that seamlessly integrates with existing grid connections and backup diesel generators.
• Provision of components such as solar panels, inverters, BESS, and control systems.
• Implementation of automation and control systems for load management, forecasting, and generator dispatch.
• Ensuring the system supports critical infrastructure including cold storage rooms, incubation systems, and automated formulation/filling equipment.
• Adherence to relevant safety, regulatory, and quality standards, especially for critical facilities and BESS safety protocols.

Technical Requirements

The technical scope includes:

• Design and deployment of a solar PV system with Tier 1, Bloomberg-listed modules and suitable inverters.
• Integration of Battery Energy Storage Systems (preferably Lithium Iron Phosphate - LFP chemistry).
• Double-conversion online UPS systems to ensure power quality during grid-island transitions.
• Microgrid control and energy management systems capable of load shedding, forecasting, and automated dispatch.
• Compatibility with existing infrastructure, including cold storage rooms (2°C to 8°C), incubation systems, and automated equipment.
• Provision for remote monitoring, diagnostics, and emergency support.
• Compliance with electrical codes, fire safety standards, and cleanroom power isolation requirements.

Skills and Experience Requirements

Applicants must demonstrate:

• Relevant experience in solar energy projects, particularly in critical or healthcare-related facilities.
• Successful commissioning of at least two projects involving critical infrastructure where power loss impacts safety or operations.
• Knowledge of electrical codes, fire safety standards for BESS, and cleanroom power standards.
• Capability to model load profiles and size PV and BESS systems appropriately for continuous 24/7 operations.
• Use of reputable brands for solar panels, inverters, and BESS components.
• Expertise in microgrid control systems, power quality management, and dynamic load management.
• Availability of trained service technicians and spare parts within South Africa for ongoing support and maintenance.
