Objectives

The primary objective of this tender is to appoint a panel of service providers to assist the National Lotteries Commission (NLC) with the removal and disposal of office assets, including network equipment, computer hardware, furniture, and fittings across all NLC offices. The appointed providers will serve on an ad hoc basis over a period of five (5) years to facilitate environmentally sound and compliant disposal of redundant assets.

Scope

• Make comprehensive bids for all assets available for disposal at the time of each request, covering all asset classes (not individual items).
• Participate in asset disposal processes by offering the highest bid per asset class, which will determine awardees.
• Pay the NLC the agreed amount prior to asset collection.
• Remove redundant assets from all NLC provincial offices.
• Dispose of assets in an environmentally responsible manner, ensuring compliance with relevant regulations.
• Dismantle items where necessary before transportation.
• Securely destroy or distract computer hard drives to ensure data security.

The assets for disposal include furniture and fittings (desks, chairs, cabinets), network infrastructure (routers, cables, switches), computer equipment (desktops, laptops, monitors), and other office equipment (microwaves, fridges, televisions).

Technical Requirements

• Bid Submission: All bids must be submitted in PDF format, protected against modifications, with separate attachments for pricing and technical responses. The original bid must be delivered via USB and physically submitted to the specified address.
• Pricing: Bidders must provide all asset bids at the time of each request, with the highest bid per asset class winning the project.
• Environmental and Security Compliance: Disposal must adhere to environmental standards and data security protocols, including hard drive destruction.
• Reporting: Successful bidders are required to provide comprehensive reports and certificates of disposal, including audit trail documentation and certificates of disposal.
• Duration: The panel will be valid for five (5) years, subject to annual performance reviews and institutional needs.
• Asset Handling: Bidders must be capable of dismantling, transporting, and disposing of assets across multiple locations nationwide, ensuring minimal disruption and compliance with applicable regulations.
