Objectives

The primary objectives of the tender are to:

• Provide IPID with reliable and consistent travel management services that maintain high Traveller satisfaction.
• Achieve significant cost savings for IPID without compromising service quality.
• Contain risks appropriately for both IPID and its Travellers.

Scope

The scope encompasses the provision of comprehensive travel and accommodation management services for IPID over a period of 36 months. Key components include:

• Domestic and international air travel bookings (including charters and VIP arrangements).
• Accommodation arrangements within negotiated rates and cost-effective options.
• Car rental, shuttle, bus/coach, and transfer services.
• Visa facilitation, foreign currency arrangements, and travel insurance.
• After-hours and emergency travel support services.
• Management of third-party service providers and invoice consolidation.
• Provision of management information, reports, and cost management strategies.
• Implementation of a seamless transition plan from existing providers.

Technical Requirements

The technical requirements include:

• Provision of a fully integrated online booking system (OBT) for domestic and international travel.
• Capability to handle high transaction volumes with accurate and timely processing.
• Availability of 24/7 after-hours and emergency support services.
• Implementation of standard operating procedures (SOPs) for reservations, cancellations, and emergency responses.
• Provision of detailed management reports (monthly, quarterly, annual) covering travel spend, compliance, and savings opportunities.
• Adherence to IPID’s travel policy, cost containment instructions, and service level agreements.
• Secure data management and confidentiality protocols.
• Ability to provide value-added services such as destination info, health warnings, visa info, and travel alerts.

Skills Requirements

The successful bidder must demonstrate:

• Extensive experience in travel management services, preferably for government or similar institutions.
• Proven ability to deliver cost-effective travel solutions with high customer satisfaction.
• Technical expertise in implementing and managing online booking platforms and management information systems.
• Strong project management skills, including transition planning and risk containment.
• Capability to provide dedicated account management and customer support.
• Ability to produce comprehensive reports and analytics for performance monitoring and strategic decision-making.
• Compliance with all relevant legislation, standards, and IPID’s policies.
