Objectives

The primary objective of this tender is to appoint a service provider to undertake formalization and township establishment for the creation of an integrated and sustainable human settlement development on Portion 45 of the Farm Klipgat 249 JQ, measuring approximately 38.44 hectares in the Klipgat area within Madibeng Local Municipality, North West Province. The project aims to facilitate land formalization, enable development rights, and establish a community of approximately 400 residential units with associated social amenities, excluding roads.

Scope

The scope encompasses comprehensive land development activities including:

• Preparation and submission of township establishment applications in line with municipal by-laws and relevant legislation.
• Land survey and cadastral boundary determination, including stakeholder engagement and land ownership verification.
• Environmental impact assessments and geotechnical investigations to inform development planning.
• Assessment and planning of bulk infrastructure (water, sewer, electricity, stormwater) and internal reticulation networks, including cost estimates and alternative infrastructure options.
• Traffic impact studies and access planning.
• Township layout planning, land use management, and public participation processes.
• Legal conveyancing and registration of the township with the Registrar of Deeds.
• Securing necessary approvals, permits, and community support for the development.

Technical Requirements

The technical requirements include:

• Development of detailed land survey and cadastral plans, including contour, servitudes, and land rights documentation.
• Environmental impact assessment (EIA) and related studies (heritage, biodiversity, flood, soil, palaeontology, etc.) with mitigation measures.
• Geo-technical and geohydrological reports, soil testing, and foundation recommendations.
• Assessment of existing bulk infrastructure capacity and proposed upgrades or alternative solutions.
• Traffic impact assessment and access planning.
• Township layout plan, land use scheme, and formalization documentation.
• Public participation and stakeholder engagement reports.
• Legal conveyancing documentation and township registration.
• Compliance with all relevant legislation, standards, and municipal requirements.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in township establishment, land formalization, and land development projects, particularly within South Africa.
• Expertise in land surveying, cadastral services, and land rights verification.
• Capability to conduct environmental and geotechnical investigations, including preparing comprehensive reports.
• Technical proficiency in infrastructure planning, including water, sewer, electricity, and stormwater systems.
• Experience in traffic impact assessments and urban planning, including layout design and land use schemes.
• Strong stakeholder engagement and community facilitation skills.
• Legal and conveyancing expertise to facilitate township registration and land transfer processes.
• Ability to coordinate multidisciplinary teams and manage project timelines and budgets effectively.
