Objectives

The primary objective of this tender is to appoint a service provider to undertake various technical studies and township establishment processes aimed at creating an integrated and sustainable human settlement development in the Tshing area within the jurisdiction of JB Marks Local Municipality, North-West Province. The project seeks to support the development of mixed-use typologies and social amenities, formalize informal settlements, and facilitate land rezoning and township approvals to accommodate residents and promote sustainable growth.

Scope

The scope of work includes:

• Undertaking technical studies such as land survey, conveyancing, environmental impact assessment (EIA), geotechnical, geohydrology, traffic impact, and market studies.
• Developing township layout plans, land use applications, and facilitating public participation processes.
• Assessing existing infrastructure capacity (water, sewer, electricity, roads, stormwater) and proposing alternative bulk infrastructure solutions.
• Conducting geotechnical investigations, environmental assessments, and geohydrology studies to inform sustainable development.
• Facilitating stakeholder engagement, obtaining necessary approvals, and managing legal and administrative processes for township proclamation and registration.
• Developing detailed reports, costings, and project implementation plans to support the township development.

Technical Requirements

The technical requirements encompass:

• Land survey and conveyancing documentation, including stakeholder engagement and land rights assessment.
• Environmental impact assessments (EIA) compliant with relevant legislation, including public participation and securing environmental authorizations.
• Geotechnical investigations, soil testing, seismic assessment, and geohydrology studies with detailed technical reports.
• Assessment of existing and proposed bulk infrastructure capacity for water, sewer, electricity, roads, and stormwater, including high-level cost estimates and alternative infrastructure options.
• Geohydrology and water resource studies, including underground water harvesting, dam, river, and stormwater catchment investigations.
• Traffic impact assessments, including road access, connectivity, and future demand analysis.
• Market and social studies to inform typology development, demand analysis, and community engagement strategies.
• Township layout planning, land use applications, and facilitation of township proclamation and registration processes.

Skills Requirements

The successful service provider must demonstrate:

• Extensive experience in township establishment, land surveying, and conveyancing processes.
• Proven expertise in environmental impact assessments (EIA), including public participation and compliance with legislation.
• Strong geotechnical and geohydrology expertise, with qualified professionals such as registered town planners, geotechnical engineers, environmental specialists, and land surveyors.
• Capability to conduct comprehensive infrastructure assessments and develop cost-effective infrastructure solutions.
• Experience in traffic impact studies and market analysis relevant to urban development projects.
• Ability to coordinate stakeholder engagement, community participation, and obtain necessary approvals from relevant authorities.
• Demonstrated project management skills to deliver reports, plans, and approvals within stipulated timelines.
