Objectives

The primary objective of this tender is to appoint a multidisciplinary professional services provider to support the refurbishment and conversion of the former Eskom Office Building into NSFAS-accredited student accommodation in Kimberley, Northern Cape. The project aims to facilitate urban revitalization, address student housing demand, and contribute to the broader inner-city regeneration of Kimberley by repurposing an underutilized asset.

Scope

The scope encompasses comprehensive building assessments, technical investigations, architectural and engineering design, procurement documentation, and project support for converting the existing office building into student accommodation. Key activities include:

• Detailed building condition assessments covering structural, civil, electrical, mechanical, fire safety, hydrology, and underground services.
• Urban and land use analysis, including zoning, heritage, and town planning compliance.
• Development of preliminary architectural concepts aligned with student housing norms.
• Legal, property, and institutional facilitation, including stakeholder engagement and contractual arrangements.
• Traffic impact and bulk infrastructure assessments.
• Geotechnical investigations and environmental assessments.
• Design development, documentation, and procurement support.
• Specialist services such as asbestos testing, fire engineering, and social facilitation.

Technical Requirements

The technical scope requires the provider to deliver:

• Structural integrity analysis and certification, including remedial works and strengthening design.
• Hydrological and wet services assessment, including water, sewer, stormwater, and underground infrastructure evaluation.
• Electrical and mechanical system assessments, including power supply, HVAC, fire protection, and ICT infrastructure.
• Traffic and transportation system analysis, including access, parking, and pedestrian planning.
• Geotechnical investigations to determine soil and foundation suitability.
• Heritage impact assessments and compliance with heritage legislation.
• Environmental impact assessments and sustainability considerations.
• 3D laser scanning and as-built modeling for refurbishment planning.
• Laboratory testing for asbestos, concrete, and structural materials.
• Design of architectural layouts, spatial planning, and compliance with student accommodation standards.

Skills Requirements

The successful bidder must demonstrate:

• Minimum of five (5) years post-registration experience in relevant disciplines.
• Qualified professionals including Structural Engineers, Civil Engineers, Electrical Engineers, Mechanical Engineers, Architects, Geotechnical Engineers, Traffic Engineers, Heritage Specialists, and Legal Experts.
• Proven track record with at least five (5) similar projects involving building assessments, conversions, or refurbishments.
• Capability to undertake multidisciplinary assessments, including structural, geotechnical, fire, and environmental investigations.
• Experience in stakeholder engagement, legal facilitation, and project management within the public sector context.
• Ability to produce detailed reports, cost estimates, and procurement documentation aligned with NEC4 standards.
• Knowledge of South African building regulations, heritage legislation, and urban planning frameworks.
• Capacity to deliver integrated solutions through coordinated multidisciplinary teams.
