Objectives

The primary objective of this tender is to appoint not more than two (2) service providers with 3ME or higher certification to undertake maintenance, servicing, and repairs of air conditioners, refrigeration, and HVAC systems across various PRASA facilities in the Western Cape region. The aim is to ensure continuous operational readiness of critical climate control systems, improve asset condition and reliability, and support electronic equipment and office environments.

Scope

The scope encompasses:

• Servicing and maintenance of air conditioning, refrigeration, and HVAC systems at stations, depots, signal equipment rooms, offices, and other PRASA facilities.
• Responding to fault calls on an "as and when" basis, with a response time of within 2 hours, 24/7.
• Removal of defective units, supply of new units, installation, commissioning, and disposal of old equipment where units are beyond repair.
• Fault troubleshooting, repair, and replacement of defective components such as motors, capacitors, contactors, and leak repairs.
• Provision of spare parts, ensuring availability of OEM or equivalent parts within 24 hours.
• Adherence to relevant legislation, standards, and safety regulations, including environmental and occupational safety acts.
• Regular reporting, inspections, and quality control audits.

Technical Requirements

The technical requirements include:

• Provision of qualified personnel with appropriate trade test certificates and experience (minimum 2-5 years depending on the role).
• Availability of sufficient spare parts inventory, including critical spares, with stock kept on-site or sourced within 24 hours.
• Implementation of a comprehensive maintenance plan, including scheduled inspections, testing, and reporting.
• Compliance with all relevant legislation such as the Occupational Safety Act, Environmental Management Act, and applicable standards (SANS, SABS).
• Warranties: minimum 36 months on installation and 6 months on repairs.
• Adherence to safety protocols, site access requirements, and environmental standards.
• Provision of detailed maintenance reports and documentation of all work performed.

Skills Requirements

The successful service providers must demonstrate:

• Proven experience in HVAC, refrigeration, and air conditioning maintenance, with evidence of similar projects completed within the last five years.
• Qualified technical personnel, including HVAC technicians, artisans, and engineers, with relevant certifications and experience.
• Financial stability, evidenced by recent financial statements and operating cash flow capacity.
• Ability to respond promptly to emergency fault calls, with a response time of within 2 hours, 24/7.
• Capacity to supply and manage spare parts inventory, including OEM or equivalent parts.
• Commitment to quality assurance, safety, and environmental compliance.
• Ability to work collaboratively with PRASA staff and adhere to confidentiality and legal requirements.
