Objectives

The primary objective of this tender is to design, supply, install, test, and commission a 3kV DC Traction Substation at Welgedag, ensuring reliable traction power supply for a period of eight months. The project aims to deliver a fully operational substation that meets specified technical standards, safety, and environmental requirements, supporting the operational needs of Transnet Freight Rail.

Scope

The scope encompasses the complete lifecycle of the substation project, including:

• Design of the 3kV DC traction substation and associated transformers.
• Supply of all equipment, including transformers, switchgear, control panels, busbars, earthing systems, and civil works such as foundations and bund walls.
• Installation of equipment, including dismantling existing infrastructure, constructing new foundations, and erecting fencing and security measures.
• Testing of all systems, including routine, type, and commissioning tests, witnessed by Transnet representatives.
• Commissioning of the complete substation, ensuring operational readiness and compliance with specifications.
• Provision of documentation, manuals, and training as required.

Technical Requirements

The technical scope includes but is not limited to:

• Design of transformers rated at 5 MVA, 44kV/6×1220V, with appropriate cooling and protection.
• Construction of reinforced concrete transformer plinths and bund walls capable of supporting 15 tons and containing full transformer volume.
• Supply and installation of control and protection equipment, including relays, isolators, circuit breakers, surge arrestors, and control panels.
• Earthing systems compliant with SANS 10142 and corrosion protection standards.
• Painting and corrosion protection of all metallic structures, including galvanizing and primer coats.
• Implementation of civil works such as foundations, fencing, and weed control.
• Provision of all necessary testing, including routine, type, and site acceptance tests, with witness by Transnet.
• Adherence to safety, environmental, and quality standards, including ISO 9001 and BBB5019.

Skills Requirements

The project demands personnel with the following skills and qualifications:

• Electrical engineers with experience in traction substation design, particularly transformers, switchgear, and control systems.
• Civil engineers skilled in foundation construction, civil civil works, and civil civil protection structures.
• Qualified technicians for installation, wiring, and commissioning of electrical equipment.
• Civil and structural workers experienced in concrete work, fencing, and civil civil protection measures.
• Quality assurance and safety personnel familiar with ISO 9001 standards, safety protocols, and environmental compliance.
• Project management personnel with experience in large infrastructure projects, capable of coordinating multidisciplinary teams and ensuring adherence to schedules and budgets.
• Skilled testers and inspectors for conducting routine, type, and commissioning tests, witnessed by Transnet officials.
