Objectives

The primary objective of this tender is to procure suitable office accommodation of 381m² within Trompsburg CBD, Kopanong Local Municipality, that meets the Department of Public Works & Infrastructure's needs for a functional, secure, accessible, and environmentally responsible workspace. The lease aims to provide a long-term, high-quality office space with necessary amenities, parking, and compliance with relevant standards, ensuring value for money and operational efficiency for the Department.

Scope

The scope includes:

• Leasing of a 381m² office accommodation with a separate, fully isolated entrance and exit points.
• Provision of 17 parking bays onsite or in close proximity, including one dedicated for paraplegic parking.
• Property must be zoned appropriately for office use within Kopanong Local Municipality land use scheme.
• The building must meet Grade C SAPOA certification at submission, with a plan for upgrading to Grade B before occupation.
• Property should be energy-efficient, resource-efficient, and compliant with all relevant building regulations and safety standards.
• Provision of support facilities such as kitchen, ablution, meeting rooms, record rooms, and accessibility features for persons with disabilities.
• Inclusion of ICT infrastructure, security, maintenance, and other operational requirements as specified.

Technical Requirements

The technical specifications include:

• Building must comply with the National Building Regulations, Occupational Health and Safety Act, and fire safety standards.
• Separate entrance and exist points for the Department’s exclusive use.
• Security features: perimeter fencing (minimum 2m high), burglar guards, security gates, razor wire, electrical fencing with alarm capability, security lighting, and CCTV provisions.
• Record rooms with Category 1 doors, fire dampers, and ventilation compliant with SABS Specification 949.
• Office spaces with minimum 2.4m to 2.7m ceiling heights, soundproof partitions (minimum 45dB), and accessible passage widths (minimum 1.5m).
• Provision of electrical power points, lighting, telecommunication outlets, trunking, and backup power (generator/UPS) if required.
• Facilities for disabled persons: accessible entrances, ablution facilities, and appropriate signage.
• Property must be certified for Grade C by SAPOA, with a plan for upgrading to Grade B before occupation.
• ICT infrastructure installation compliant with SITA standards, including network cabling, points, and testing.

Skills and Skills Requirements

The tender indicates the need for bidders to demonstrate:

• Technical expertise in property assessment, building compliance, and infrastructure installation.
• Experience in security system design and implementation, including fencing, alarm systems, and CCTV.
• Capability to prepare detailed layout plans, space planning, and support facilities that meet departmental needs.
• Financial capacity to undertake property upgrades, refurbishments, and ongoing maintenance, supported by financial statements and funding proof.
• Knowledge of relevant legislation, zoning, and environmental standards.
• Ability to provide comprehensive maintenance plans, security arrangements, and ICT infrastructure installation.
• Compliance with procurement regulations, including submission of all required documentation, preference points, and certifications.
