Objectives

The primary objective of this tender is to establish a panel of qualified training service providers to deliver on-the-job training aimed at developing graduates' skills in collecting and analyzing data necessary for the registration of buildings and the issuance of Energy Performance Certificates (EPCs). The training aims to empower unemployed graduates to support building owners and registered professionals in energy performance assessments, registration processes, and improving building energy efficiency, in line with South African regulations.

Scope

The scope of work includes:

• Providing comprehensive training covering theoretical and practical aspects of energy performance assessments and EPC issuance across at least three levels.
• Supporting building owners and professionals in data collection, energy performance evaluation, and establishing energy management processes.
• Training to be delivered in all provinces, especially major towns within metropolitan municipalities, over a period of approximately three months per training cycle.
• Developing training modules, activity plans, and assessment processes, including online and physical training components.
• Ensuring at least 500 trainees are trained over the 36-month period, with the possibility of exceeding this number depending on demand.
• Rotational work allocation among panel members based on proximity and capacity.

Technical Requirements

The technical requirements include:

• Accreditation of training modules by relevant Education and Training Quality Assurance Authorities (ETQA) or the Quality Council for Trades and Occupations (QCTO).
• Provision of qualified trainers with appropriate engineering, energy, architecture, or related qualifications, and relevant facilitator and moderator certificates.
• Development of detailed training modules with clear learning outcomes, assessment criteria, and activity schedules.
• Implementation of training in both theoretical (classroom/online) and practical (workplace) environments, with virtual platforms for online delivery.
• Provision of necessary safety equipment and materials for practical training (e.g., PPE, tools).
• Submission of progress reports, activity milestones, and final deliverables in both electronic and hard copy formats.
• Adherence to travel and logistical protocols, including prior approval for travel expenses.

Skills Requirements

The skills and qualifications required from training providers include:

• Company experience of at least 3-7 years in energy-related training and curriculum development.
• Qualified trainers with at least a Bachelor's degree in engineering, energy management, architecture, or related fields.
• At least three trainers with facilitator and moderator certification from accredited institutions.
• Proven experience of 3-5 years in delivering energy performance assessment training, with documented CVs and reference letters.
• Capability to develop and implement detailed training plans, including online and practical components, with clear milestones and assessment processes.
• Ability to deliver training across all provinces, especially major metropolitan areas, using suitable virtual and physical venues.
• Demonstrated capacity to train a minimum of 500 participants, with scalable capacity for larger numbers.
• Experience in developing accredited training modules and assessment tools aligned with ETQA or QCTO standards.
