Objectives

The primary objective of this tender is to deploy geyser load management technologies at the City of Cape Town’s staff housing to improve energy efficiency. Specifically, the project aims to install intelligent geyser controllers that can remotely control geysers, provide real-time operational data, and reduce peak energy demand. The initiative also seeks to enhance service delivery, promote sustainable energy use, and support capacity building in the municipal environment, aligning with national development priorities and promoting inclusivity for women, youth, and persons with disabilities.

Scope

The scope of work includes:

• Supply, delivery, and installation of geyser load management devices in selected municipal buildings and staff houses.
• Installation of wireless communication systems to transmit live data on geyser operation and energy consumption.
• Development of mobile and desktop applications for remote control, monitoring, and data access by occupants and municipal staff.
• Control of geysers via mobile devices, including setting operational intervals, switching geysers on/off, and adjusting thermostat settings.
• Integration of ICT systems into the municipal back-office for effective management and data analysis.
• Provision of a minimum five-year guarantee on installed technologies.
• Training municipal officials on system operation and maintenance.
• Compliance with electrical safety standards and certification requirements.
• Project completion within six months from the project kick-off, with a subsequent one-year monitoring period.

Technical Requirements

The technical specifications include:

• Intelligent geyser controllers capable of remote operation, multiple temperature settings, and scheduling.
• Wireless long-range network connectivity at each installation site, ensuring seamless data transmission without cellular data dependency.
• Mobile applications compatible with Android, iOS, and HarmonyOS for occupants, and Windows and MacOS for administrative users.
• Features allowing users to remotely set geyser operation intervals, switch geysers on/off, download energy data, and receive alerts.
• OT (Operational Technology) solutions compliant with IEC 62443 and IEC 62351 standards for security and vulnerability management.
• Development of a central server or command center for system management and data analysis.
• Integration of the system with existing ICT infrastructure, including data management and security protocols in line with POPI Act.
• Provision of training, manuals, and design documentation, including maintenance manuals and design drawings.

Skills Requirements

The tender requires service providers and key personnel with the following expertise:

• ICT and OT Systems Development: Minimum of 5 years’ experience in systems architecture, deployment, management, and troubleshooting of load management, energy systems, and smart metering solutions.
• Project Management: Proven experience managing ICT/OT projects throughout the System Development Life Cycle (SDLC), especially in the built environment.
• Security and Standards Compliance: Knowledge of IEC 62443, IEC 62351, and security best practices for OT systems.
• Electrical and Plumbing Expertise: Qualified electricians and plumbers with at least 3 years’ experience in installing water and energy-saving technologies, registered with recognized bodies such as ECB and PIRB.
• Training and Capacity Building: Ability to train municipal staff on system operation, maintenance, and troubleshooting.
• Data Management and Security: Experience ensuring data privacy and security in line with POPI Act, including data collection, management, and analysis.
• Inclusivity and Community Engagement: Ability to incorporate and demonstrate inclusivity goals, including CVs and qualifications of women, youth, and persons with disabilities involved in the project.
