Objectives

The primary objective of this tender is to solicit proposals from qualified service providers to establish a Technical Review Committee (Review Panel) that will critically evaluate business plans and proposals related to energy research, development, and innovation initiatives supported by DSTI and SANEDI. The committee aims to support the assessment of flagship programmes, facilitate strategic evaluations, and contribute to the development and commercialization of energy technologies, including hydrogen, batteries, carbon capture, and renewable energy solutions.

Scope

The scope encompasses:

• Formation of a competent review panel with expertise in engineering and science related to energy technologies.
• Evaluation of business plans and proposals aligned with DSTI’s key initiatives such as hydrogen and fuel cell technologies, lithium-ion batteries, carbon capture and utilization, and renewable energy projects.
• Assessment of technical solutions, methodologies, and value propositions in submitted proposals.
• Review of project deliverables, progress reports, and financial expenditure related to flagship programmes.
• Provision of strategic recommendations and analysis to support funding decisions and programme implementation.

Technical Requirements

The technical requirements for committee members include:

• Proven expertise in energy technology development, deployment, and commercialization, particularly in hydrogen, batteries, carbon capture, or renewable energy sectors.
• Experience in evaluating research and development programmes, business plans, and proposals within the energy sector.
• Ability to critically synthesize technical and financial information, and provide strategic insights.
• Capability to review and verify technical specifications, quality plans, and risk management strategies.
• Availability to participate in evaluations over a three-year term, including reviewing reports, meeting minutes, and action items.

Skills Requirements

Applicants must demonstrate:

• Strong technical knowledge in energy research, especially in hydrogen technologies, battery manufacturing, renewable energy systems, or carbon capture.
• Experience in strategic evaluation and programme management of RDI initiatives.
• Proficiency in analyzing business proposals, technical reports, and financial data.
• Excellent analytical, communication, and report-writing skills.
• Ability to work independently and collaboratively within a multidisciplinary team.
• Familiarity with South African energy policies, international best practices, and relevant legislation.
