Objectives

The primary objective of this tender is to appoint a service provider to deliver deep cleaning and hygiene services, including materials and consumables, to the Unemployment Insurance Fund (UIF) for a period of thirty-six (36) months. The successful bidder will be responsible for providing all necessary hygiene materials, training personnel quarterly, and ensuring well-managed, supervised cleaning services at specified locations, notably the 94 WF Nkomo Building and temporary accommodation at Absa Towers.

Scope

The scope encompasses:

• Provision of deep cleaning and hygiene services at the specified buildings, including all materials, consumables, and equipment maintenance.
• Supply, installation, and refilling of hygiene equipment such as dispensers, hand sanitizers, air fresheners, urinal mats, and biohazard bins.
• Deep cleaning of bathroom facilities (toilets, basins, urinals, showers), including germicidal cleaning, polishing, and tile cleaning, on a monthly basis.
• Maintenance and repair of hygiene equipment, with replacement of faulty units within 24 hours.
• Provision of contingency plans for service interruptions, including equipment replacement, replenishment of consumables, and PPE management.
• Adherence to statutory health and safety standards, including OHS Act compliance and industry best practices.

Technical Requirements

The technical scope includes:

• Use of South African Bureau of Standards (SABS) and South African National Standards (SANS) approved chemicals, with Material Safety Data Sheets (MSDS) provided.
• Deployment of trained, experienced personnel with supervisory staff having at least 5 years of relevant experience, and operational staff with minimum 2 years of hygiene service experience.
• Provision of detailed project plans demonstrating how services will be executed, monitored, and controlled over the 36-month period.
• Maintenance and repair of all hygiene equipment, with a maximum response time of 24 hours for repairs or replacements.
• Implementation of service level standards, including penalties for non-compliance, such as delays in replenishing consumables or equipment downtime.
• Adherence to health and safety standards, including PPE and uniforms compliant with applicable safety legislation.

Skills Requirements

The bidder must demonstrate:

• Capability to provide comprehensive deep cleaning and hygiene services, supported by relevant experience and references (minimum of 4 references within the last 7 years).
• Ability to develop and implement detailed project and contingency plans for service delivery and interruption management.
• Proficiency in using approved chemicals and equipment, with proof of supplier certifications.
• Qualified and experienced personnel, including a site manager with at least 5 years supervisory experience and supervisors with at least 3 years experience.
• Capacity to monitor service quality continuously and respond promptly to service issues, including equipment repairs and replenishments.
• Understanding of statutory health and safety requirements, with personnel trained in safety standards and equipped with PPE.
