Objectives

The primary objective of this tender is to procure suitable office accommodation and parking facilities for Group Finance in Region F, Braamfontein, Johannesburg, through a lease agreement spanning approximately 9 years and 11 months. The aim is to secure a modern, Grade B or higher building with adequate space, amenities, and accessibility to support the operational needs of the City of Johannesburg’s Group Finance department.

Scope

The scope encompasses the provision of:

• Office space of at least 31,474 m² (GLA) within a single or two buildings in Braamfontein.
• A minimum of 772 parking bays, including at least 6 disability bays, preferably shaded or covered.
• Facilities compliant with SAPOA Grade B standards, not older than 12 months, with necessary certifications.
• Provision of building infrastructure such as HVAC, fire detection and suppression systems, elevators, security, and backup power (generators).
• Public access features, including a ground-floor walk-in centre and direct access from parking.
• Compliance with relevant legislation, including the Occupational Health and Safety Act, building regulations, and accessibility standards.
• Tenant installation allowances and maintenance agreements for the lease duration.

Technical Requirements

The technical specifications include:

• Building grading: Minimum Grade B (SAPOA standards), with relevant certification.
• Location: Situated within Braamfontein, accessible via major freeways and public transport routes.
• Office space: Minimum 31,474 m² GLA, with the entire ground floor dedicated to a public walk-in centre.
• Parking: At least 772 bays, including 6 disability bays, with clear markings and floor plans.
• Power supply: Fully functional standby generator capable of powering the entire building, with proof of recent servicing.
• HVAC: Centralized or appropriate individual systems, certified by a professional engineer.
• Fire safety: Fire detection, suppression systems, evacuation plans, and relevant certificates.
• Accessibility: Facilities for persons with disabilities, including ramps, accessible toilets, and well-maintained ablution facilities.
• Security: CCTV coverage, access control systems, security personnel, and alarm systems.
• ICT infrastructure: Adequate server room/data centre provisions with environmental controls.
• Maintenance: Comprehensive repair and maintenance plans covering building structure, roofing, electrical, plumbing, lifts, escalators, and external grounds.

Skills and Qualifications Requirements

Proposals must demonstrate:

• Experience in managing or leasing Grade B or higher commercial buildings in Johannesburg or similar markets.
• Capability to provide all required certifications, including SAPOA grading, fire safety, electrical compliance, HVAC, and accessibility standards.
• Technical expertise in building maintenance, security systems, ICT infrastructure, and environmental controls.
• Capacity to deliver tenant installation, ongoing maintenance, and repair services as per the specifications.
• Compliance with legal and regulatory requirements, including tax compliance, POPI Act, and supply chain management regulations.
• Ability to provide detailed project plans, maintenance schedules, and proof of previous successful implementations.
• Financial stability evidenced by recent audited financial statements or unaudited statements supporting operational capacity.
