Objectives

The primary objective of this tender is to appoint a qualified service provider to develop and implement a Rural Roads Assets Management System (RRAMS) for Ugu District Municipality. The system aims to enhance data collection, asset management, and decision-making processes related to rural roads across the district, thereby guiding infrastructure investment, reducing vehicle operating costs, and extending the lifespan of roads.

Scope

The scope of work includes:

• Development of a Roads Asset Management System (RAMS) and data population for all local municipalities within Ugu District (Ray Nkonyeni, uMdoni, Umzumbe, uMuziwabantu).
• Collection and updating of road, traffic, and structural data, including condition assessments and traffic counts.
• Setting up pavement and bridge management systems aligned with national standards.
• Capacity building and training of graduates and RAMS champions in asset management, data collection, and analysis.
• Physical visual assessments of roads and bridges, including data verification and quality control.
• Acquisition of necessary resources such as hardware, software, vehicles, PPE, and tools.
• Analysis, performance standards development, and preparation of repair, maintenance, and capital investment plans.
• Project management, reporting, and liaison with relevant authorities including the Department of Transport.

Technical Requirements

The technical requirements encompass:

• Implementation of a comprehensive RRAMS based on TMH 22 guidelines and RISFSA framework.
• Collection of road inventory data, condition assessments, traffic data, and bridge inspections using specified equipment (e.g., FWD, laser profiler, roughness meter).
• Utilization of ortho-photos, GIS data, and planning data for updating and classifying roads.
• Configuration of data to be compatible with electronic visual assessment systems.
• Training of graduates in asset management, data collection, visual assessments, GIS, and decision support systems.
• Data processing, verification, and uploading into the Ugu District Municipality’s RAMS platform.
• Preparation of performance standards, maintenance, repair, and capital investment programs based on collected data.
• Adherence to national guidelines (TMH 22), DORA requirements, and other relevant authorities’ standards.

Skills Requirements

The tenderer must demonstrate:

• Qualified project team led by a Project Director/Team Leader with at least a Bachelors’ Degree or B.Tech in Civil Engineering, registered as a Professional Engineer or Technologist with ECSA.
• Support personnel with at least a National Diploma in Civil Engineering or equivalent.
• Proven experience in RRAMS, PRAMS, or similar infrastructure projects, with successful completion certificates or references.
• Experience in data collection, visual road and bridge assessments, traffic counting, and GIS applications.
• Capacity to acquire and operate technical equipment such as FWD, laser profilers, roughness meters, and digital imaging tools.
• Strong project management, reporting, and liaison skills to coordinate with municipal, provincial, and national authorities.
• Capacity building and training expertise for graduates and staff in asset management systems and data analysis.
• Financial capacity demonstrated through a Bank Letter of Good Standing and relevant financial documentation.
